Hoffmann provided an update of NRG's generation development projects both in California and in other parts of the U.S. NRG discussed that it has an active Application for Certification ("AFC") pending for its Carlsbad Energy Center and a Petition to Amend its AFC for the repowering project at its El Segundo site. Both repowering projects no longer rely on the use of ocean water for cooling, have high efficiencies that further the state's carbon reduction goals, and provide reliability attributes such as quick start and ramping that are needed by the California ISO. Hoffmann advocated for a realistic forward assessment of the State's capacity needs and a timely processing of pending utility RFOs for new generation resources. Hoffmann expressed NRG's view that the current mitigated energy markets and the Commission's resource adequacy requirements may lead to overall revenues insufficient to cover ongoing costs, including operations and maintenance expenses and necessary capital expenditures, at existing generation facilities. NRG further advocated timely implementation of CAISO's market redesign; a forward, centrally cleared capacity market; and new ancillary service products that recognize the ramping value of existing steam boiler generators.
