Order Instituting Rulemaking on the Commission's Own Motion to Assess and Revise the Regulation of Telecommunications Utilities.
The Full Panel Hearing (En Banc) in the above-entitled matter will be held before a quorum of the Commission with Assigned Commissioner Susan P. Kennedy and Administrative Law Judge Jacqueline A. Reed presiding.

1. Classification protocol - Listing of the types of evaluations to be performed on 2006-2008 programs (using administrator proposed programs to date) and the number of studies expected to be completed within the next 3 year cycle.
2. Performance Basis Protocol - Listing of performance parameters to be collected for all resource programs and the process for truing up selected parameters.
3. Proposed Study Design and Sampling Protocol.

The purpose of these workshops is to review and provide comments to CPUC/CEC Joint Staff on the proposed evaluation model options, draft performance basis, and final EM&V transition report.
Joint staff will distribute materials for this workshop to the R01-08-028 service list and will post documents on
www.cpuc.ca.gov/ee (click "Energy Efficiency Rulemaking" on the right hand pane) prior to the workshops (approximately June 22).
This workshop is recommended for evaluation professionals, utility evaluation and measurement staff, portfolio planners, and program managers.
