The Commission's Strategic Planning Division staff will hold a symposium to explore how source based cap and trade systems in other jurisdictions could be linked with the load-based cap and trade system and how linking may affect the design of the load-based cap and trade system being developed in the above-entitled matter.

Summary: On April 9, 2007, Stacy Aguayo of APS Energy Services, representing Alliance for Retail Energy Markets (AReM) met with Pres. Peevey in Los Angeles. Also present were Nancy Ryan and Andrew Schwartz, advisors to Pres. Peevey; and Jennifer Chamberlin of Strategic Energy, Greg Kosier of Constellation NewEnergy, representing AReM and Gregory Klatt of Douglass & Liddell, counsel for AReM. The subject of the meeting was the Proposed Decision (PD) of ALJ Simon dated March 30, 2007. AReM representatives stated that they believe the basic requirement of 0.25% of prior year's sales adopted in the PD is not unreasonable, but voiced uncertainty and concern about how non-utility electric service providers would comply with the proposed requirement. The representatives made recommendations to modify the PD and voiced concern about the apparent penalty for non-compliance provided for in the PD. | |
