Resolution T-17022, AT&T California (U-1001-C), Requests Authority to Withdraw CompleteLink Basic Service.

This Executive Director Action Resolution authorizes AT&T California (AT&T) to withdraw CompleteLink Basic (CL-Basic) service and delete the references to the service from its Schedule Cal. P.U.C. No. 175-T, A, A1, A6, and D11. CL-Basic has been superseded by other discount calling plans. There are no existing customers or applications for CL-Basic service.
On March 10, 2005 AT&T filed Advice Letter (AL) No. 28174 requesting authority to withdraw CL-Basic service and its Schedule Cal. P.U.C. No. 175-T, A, A1, A6 and D11 for which there are no existing customers or applications for service. AT&T requested an effective date for the withdrawal of April 10, 2006. On March 17, 2006 AT&T filed supplemental AL 28174A to correct some wording in the original AL.
CL-Basic service is an optional calling plan that provides business customers with one flat rate per minute for toll calls within a LATA, toll-free and non-operator assisted Calling Card usage. Customers receive a different flat rate per minute for Zone 3 usage. Local toll is a Category III service. Zone 3 usage is a Category II service.
Notice of AL No. 28174 and AL No. 28174A was published in the Commission Daily Calendars of March 15, 2006 and March 22, 2006, respectively.. AT&T states that copies of AL No. 28174 and AL No. 28174A have been mailed to interested utilities and/or parties. No protest to this AL has been received.
Resolution No. T-9597, dated March 22, 1977, authorizes the Executive Director to grant requests for the withdrawal of communications utility services for which there are no customers and no requests for such service.
Telecommunications Division (TD) has reviewed AT&T's AL No. 28174. TD concludes that AT&T's request for authority to withdraw CL-Basic service meets the requirements set forth in Commission Resolution T-9597 and recommends that the Commission approve this filing
Commission approval is based on the specifics of the Advice Letter and does not establish a precedent for the contents of future filings or for Commission approval of similar requests.
1. AT&T California requests authority to revise Schedule Cal. P.U.C. No. 175-T, A, A1, A6, and D11 to withdraw CompleteLink Basic service because the service is no longer desired by customers and for which there are no existing customers nor applications for service.
2. After reviewing AL No. 28174 and AL 28174A, TD recommends that the Commission approve AT&T's filing to withdraw CompleteLink Basic Service.
3. Pursuant to the authority granted the Executive Director in Resolution No. T-9597, AT&T's request for authority to revise Schedule Cal. P.U.C. No. 175-T, A, A1, A6 and D11 is reasonable and should be granted.
THEREFORE, IT IS ORDERED that:
1. AT&T California is granted authority to revise Schedule Cal. P.U.C. No. 175-T, A, A1, A6 and D11 to withdraw CompleteLink Basic service.
2. AL No. 28174 and 28174A of AT&T California and accompanying tariff sheets shall be marked to show that they were authorized by California Public Utilities Commission Resolution No. T-17022 and its effective date.
3. This Resolution is effective on April 10, 2006.
