The California Public Utilities Commission, Oregon Public Utilities Commission, and Washington State Utilities and Transportation Commission will hold a workshop to discuss clean energy policy initiatives in the West, Integrated Gasification Combined Cycle (IGCC) technology, and CO2 capture and sequestration opportunities. No decisions will be made at this public meeting.
This event is open to the public and free to attend. However, as space is limited, we ask that you register in advance if you plan to attend the meeting. The agenda, including location and registration details, and registration form are both posted at www.cpuc.ca.gov/static/energy/electric/climate+change/060524_coaltech.htm. This meeting will not have teleconference or webcast capabilities. People interested in providing public comments at the meeting do not need to sign up in advance of the meeting. Public comments will likely be limited given the time constraints of the members; individual speakers should expect to have no more than 3 minutes.
An electronic transcript and presentations from the meeting will be posted on the Oregon Public Utilities Commission website (www.puc.state.or.us) shortly after the meeting.

Draft Resolution L-330 authorizes disclosure of Commission Consumer Services Division (Utilities Safety Branch) records pursuant to a records request by Randy S. Perlman, seeking disclosure of Commission staff investigative records relating to an electric incident in which Mr. Joseph Royse was injured on August 3, 2004 in Ferndale, California.
Draft Resolution L-330 will be on the agenda at the Commission's May 25, 2006 meeting. The Commission may then vote on the resolution or it may postpone a vote until later.
On April 25, 2006, the draft resolution was circulated to the Resolution L-330 service list, pursuant to Public Utilities Code Section 311(g) and Rules 77.7 and 81 of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at cpuc.ca.gov.

Draft Resolution L-332 authorizes disclosure of Commission Consumer Services Division (Utilities Safety Branch) records pursuant to a records request by Jennifer S. Dominitz, Senior Media Counsel for NBC Universal, seeking disclosure of Commission records relating to gas incidents during 2003, 2004 and 2005 in the greater Los Angeles area, and documents relating to consumer complaints about gas leaks during 2004 and 2005 which involved the Southern California Gas Company or the Southern California Edison Company.

Summary: On April 20, 2006, Colin E. Cushnie, Director of Southern California Edison Company (SCE), met with Andrew Campbell, advisor to Cmmr. Chong, in San Francisco. Also present were Luis Pando, Manager of SCE, and Henry Hogo of the South Coast Air Quality Management District. Written material (attached to the notice) was used. Cushnie stated that the Commission should adopt SCE's proposal to implement an interim gas quality standard that is consistent with the quality of natural gas historically delivered to end-use customers of Southern California Gas Company (SoCalGas) and San Diego Gas & Electric Company (SDG&E). Cushnie urged the Commission to require a definitive study to determine whether it is more cost effective to require LNG facilities to deliver gas supplies to the SoCalGas/SDG&E system that is consistent with the historical heat content of natural gas deliveries to end-use customers or to require end-use customers to be responsible for making any necessary modifications to their gas-burning equipment to accept higher heat content gas. Hogo explained that higher heat content gas from LNG deliveries should not be allowed and that instead, the Commission should require SoCalGas and SDG&E to accept natural gas supplies with a heat content that is more reflective of historical gas deliveries to end-use customers in southern California. | |

Summary: AUGMENTATION REQUIRED. On April 24, 2006, Lee Stewart, Senior Vice President of Gas Operations for Southern California Gas Company (SoCalGas), met with Rami Kahlon, advisor to Cmmr. Peevey. Written material (attached to the notice) was used. Also present were Richard Myers, Harvey Morris, and Dave Effross of the Commission, and Lad Lorenz, Vice President of Regulatory Affairs, Beth Musich, Regulatory Case Manager, and Marzia Zafar, CPUC Relations Manager, for SoCalGas and San Diego Gas & Electric Company (SDG&E). Stewart explained that SoCalGas' proposed gas quality standards are based on principles that would protect the health and safety of utility customers and employees and the operational integrity of the pipeline system. Steward stated that new gas quality standards should not be based on a specific end use, without consideration of their cost impact on all customers. Steward asserted that SoCalGas' proposed Wobbe range of 1290 - 1400 is supported by the interim recommendations in the National Gas Plus Report. Stewart stated that the Air Quality District's proposal of a maximum Wobbe of 1360 could eliminate up to 30 percent of existing supplies.
