Electric Company (PG&E), had a telephone conversation with Dave Gamson, advisor
to Cmmr. Brown. Jacobson referred to Section 8 of the proposed settlement
agreement, and stated that this provision addresses the allocation of savings
from future Department of Water Resources contract renegotiations. Jacobson
recommended that this provision be incorporated into Cmmr. Brown's alternate
proposed decision. Jacobson described the changes that would need to be made to
Section 8 to make it consistent with the cost allocation method proposed in
Cmmr. Brown's alternate.

Affairs at Southern California Edison Company (SCE), met with Manuel Ramirez,
advisor to Cmmr. Wood, in San Francisco. Also present were Colin Cushnie,
Director of Regulatory Affairs at SCE, and Eric Jacobson, with Pacific Gas and
Electric Company (PG&E). Hoover and Cushnie advocated the adoption of the
Alternate Proposed Decision of Cmmr. Brown, with certain modifications, as it
most closely reaches the results PG&E, SCE, and TURN recommended in their
Settlement Agreement. Hoover and Cushnie also explained that San Diego Gas &
Electric Company's (SDG&E) allegations that the adoption of any of the draft
decisions will result in a cost shift to SDG&E's customers is flawed.

On October 18, 2004, Lee Schavrien, Vice President of Regulatory Affairs of San
Diego Gas & Electric Company (SDG&E), had a telephone conversation with Manuel
Ramirez, advisor to Cmmr. Wood. Steve Roscow from the Energy Division also
participated in the communication. Schavrien requested the Commission's support
for the Cmmr. Peevey's alternate pointing out that it was the correct and
fairest allocation amongst the proposed decision and varying alternates
currently before the Commission. Schavrien further stated that on a system
average basis, for every $19, million shifted to SDG&E's customers, their rates
would be impacted by one tenth of a cent per kWh, as opposed to Pacific Gas and
Electric Company and Southern California Edison Company customers, who would
feel the same impact for shifts of between $70 and $75 million.
