On February 24, 2005, Jose E. Guzman, Jr., representing the Los Angeles to Pasadena Blue Line Construction Authority (Construction Authority) had a telephonic conference with ALJ Simon. Guzman stated that the crossing bells planned to be used by the Construction Authority were not sophisticated pieces of equipment and that their ability to achieve a 76 dBA +/- 1dBA standard was problematic. Guzman stated the Construction Authority's support for suggestions made on behalf of MTA that the crossing bells could be tested twice.
