SUMMARY: On December 13, 2006, Cynthia Water, Deputy Director, Division of Ratepayer Advocates (DRA), met with Laura Krannawitter, Advisor to Cmmr. Bohn, in San Francisco. DRA stated that the proposed decision (PD) erred in beginning Surcharge 2 when the Commission issues a certificate of public convenience and necessity (CPCN). DRA explained that even if the Commission grants California American Water Company (Cal Am) a CPCN for the project, the project may never be built. DRA stated that a regional project which would not be owned and operated by Cal Am is still a possibility. DRA stated that its recommendation to begin Surcharge 2 when the project is fully permitted is a significant departure from traditional ratemaking.
