Description: LATE FILED. On July 18, 2006, Robert Kinosian of the Division of Ratepayer Advocates ("DRA"), met with Lynn Carew, advisor to Cmmr. Chong, in San Francisco. Also present were Andrew Campbell, advisor to Cmmr. Chong, and Christopher Danforth of and Karen Paull, staff counsel for, the DRA. Written material (attached to the notice) was used. Kinosian explained that the DRA supports the proposed decision (PD), with the exception of the proposed critical peak pricing rate design and the proposal to use mechanical rather than electronic meters. Paull explained that unlike DRA's proposed rate design, the CPP proposal supported by the PD is impermissible under the terms of AB 1X. Danforth explained that the CPP program approved in the PD does not result in revenue neutrality. DRA representatives explained that the PD errs in allowing Pacific Gas and Electric Company to continue to install old fashioned electro-mechanical meters. Description: On July 25, 2006, Aaron Johnson of the Division of Ratepayer Advocates (DRA), met with Cmmr. Peevey in San Francisco. Also present was Rami Kahlon, advisor to Cmmr. Peevey, and Robert Kinosian of the DRA. DRA stated that it supported the adoption of the advanced meter infrastructure for Pacific Gas and Electric Company (PG&E), and that DRA¿s approach was to provide constructive criticism rather than opposition to PG&E's plan. DRA stated that it negotiated stipulations with PG&E regarding some of the proposed improvements, but other DRA proposals were not agreed to. In particular, DRA explained that it did not stipulate that PG&E's choice of electro-mechanical meters was the best choice.
