On November 15, 2006, Terrence P. Goggin, Vice-Chairman and Director of Governmental Affairs of Pacific Power Partnership LLC (P3), met with Comr. Grueneich in San Francisco. Also present were Traci Bone, advisor to Comr. Grueneich, and Peter Arth, advisor to Comr. Peevey. Written materials (attached to the notice) were used. Goggin stated that British Columbia has significant other potential renewable generation resources that could greatly aid Pacific Gas and Electric Company (PG&E) and California in reaching Renewable Portfolio Standard goals. Goggin explained that PG&E's proposed approach does not recognize the importance of the role that State governmental or regulatory officials must play in bringing such an international project to fruition. Goggin stated that P3 is willing to provide PG&E certain first mover benefits by negotiating an option with PG&E, but that P3 wanted to be involved in performing certain portions of study for which it believed it was uniquely qualified.

SUMMARY: On November 16, 2006, Regina DeAngelis, counsel for the Division of Ratepayer Advocates (DRA), met with Andrew Schwartz, Advisor to Cmmr. Peevey, in San Francisco. DeAngelis indicated that it was unclear from the Application whether Pacific Gas and Electric Company (PG&E) had sufficiently researched in-state options for meeting renewable procurement targets and expressed DRA's concern that in-state options should be reviewed first before turning to more remote locations for the procurement of renewables. DeAngelis also noted that, to the extent that PG&E's proposed study has merit, a governmental agency may be better able to perform the study in a comprehensive and independent manner.
