Hawiger also stated that TURN supported the $5 million cap on shareholder earnings from unbundled storage and that the sharing mechanism adopted in the 1999 BCAP was based on a very different forecast of the natural gas storage market, as explained in the proposed decision. SUMMARY: On May 24, 2007, Marcie Milner, Director of Regulatory Affairs for Coral Energy Resources, L.P. (Coral) met with Jaclyn Marks, advisor to Cmmr. Simon in San Francisco and had a telephone conversation with Rami Kahlon, advisor to Pres. Peevey. Written materials (attached to this notice) were used in the meeting with Marks. Milner discussed the Proposed Decision (PD) and Alternate Proposed Decision (APD) as it related to Pacific Gas and Electric Company's (PG&E) core winter hedging application, A.06-05-007. Milner argued for support of ALJ Malcolm's PD or in the alternative amending the APD to only allow PG&E to purchase winter hedges outside of the incentive mechanism for one year. Milner explained that due to gas market changes it would be appropriate for the Commission to open a new proceeding to examine the effectiveness of the IOU incentive mechanisms.
