Milner discussed the Proposed Decision (PD) and Alternate Proposed Decision (APD) as it related to Pacific Gas and Electric Company's (PG&E) core winter hedging application, A.06-05-007. Milner argued for support of ALJ Malcolm's PD or in the alternative amending the APD to only allow PG&E to purchase winter hedges outside of the incentive mechanism for one year. Milner explained that due to gas market changes it would be appropriate for the Commission to open a new proceeding to examine the effectiveness of the IOU incentive mechanisms.
