Description: On January 17, 2007, Michel Peter Florio, attorney for The Utility Reform Network (TURN), met with President Peevey in San Francisco. Also present was Nancy Ryan, advisor to President Peevey. TURN's comments filed on the proposed decision of ALJ Brown were used. Florio expressed TURN's opposition to the proposed contract between Southern California Edison Company and Long Beach Generation LLC, on the basis that the project is too expensive. Florio pointed out that Edison's reserve margin already exceeds the Commission's adopted Planning Reserve Margin, and that this 260 MW contract would reduce the 1500 MW of long-term contracts otherwise available. Florio stated that the Commission should focus its attention on lowering rates rather than providing expensive 'insurance' for very low probability events.
