and SCG to designate an expert witness on the issue of philanthropy for the
purpose of cross-examination and incorrectly overruled Commissioner Bohn's June
9, 2006 ruling regarding the inclusion of philanthropy. Greenlining stated that
philanthropy is important and has been a part of many rate and merger
proceedings, including the SBC/AT&T and the Verizon/MCI mergers. Greenlining
also discussed the record in the 2006 PG&E GRC that philanthropic policies are
