DRA expressed the opinion that based on Southern California Edison's (SCE) July 12, 2007 testimony in the Long Term Procurement Proceeding (LTPP) as modified by the California Energy Commission's 2008 load forecast, SCE has adequate physical and contractual resources through 2010, even without DPV2 transmission line coming online in 2010. SCE has downgraded its expected annual load growth, as set forth in Exhibit 163 from what it represented in its original December 2006 LTPP testimony, and from what it represented in the application for Blythe Energy LLC and CPC Ocotillo LLC contracts.
