Description: On December 10, 2001, Thomas Beach, consultant to Watson Cogeneration Company (Watson) and Watson's expert witness, had a telephone conversation with Belinda Gatti, advisor to Cmmr. Brown. Beach explained that customers who now purchase gas at the Pacific Gas and Electric Company's (PG&E) city-gate market are those that decided not to subscribe to firm Redwood capacity. Beach explained further that PG&E's city-gate prices should be compared to Topock. Beach noted that purchases at the PG&E city-gate effectively allow smaller noncore customers to obtain a mix of Canadian and Southwest supplies without paying demand charges to hold backbone capacity. Beach noted that low-load-factor electric generators would have the same option under the Southern California Gas Company (SoCalGas) comprehensive settlement. Beach agreed with the proposed decision of Cmmr. Bilas that the benefits of a SoCalGas city-gate market may be smaller than on the PG&E system.
