Bottorff also described PG&E's request for the Commission approval to launch an initial deployment for an AMI project at a cost of $49 million.

Also present was Keith McCrea for California Large Energy Consumers Association. Booth and McCrea discussed the assigned commissioner¿s ruling issued on December 8, 2004. Booth and McCrea expressed their concerns about the need for mandatory CPP programs for the upcoming summer and explained that many of the largest customers engaged in manufacturing and process industries were not in a position to shift load. Booth stated that any proposal to terminate the interruptible program would be detrimental to maintaining system reliability. McCrea emphasized that the largest customers over 500kW tended to have flatter loads and that demand response programs would be directed at customer classes which drive the peak.

Description: LATE FILED. On December 23, 2004, Steven Moss, Executive Director of San Francisco Community Power (SF Power), sent to ALJ Cooke comments, via email (copies attached to the notice). The comments related to Pacific Gas and Electric Company's (PG&E) `Proposal Concerning Working Group 2 Programs and Related Issues'. SF Power noted that the utility does not provide sufficient details to fully comment on its proposal. SF Power noted that SF Power is currently implementing energy efficiency, demand-response, and renewable programs in the City. Moss indicated that it is unclear how PG&E is defining `cooperative'. SF Power explained that there are conflicting state and federal statutes relating to what constitutes a cooperative structure, which makes it difficult for large number of parties to participate in `traditional' cooperative arrangements. Moss also stated that, by willfully ignoring SF Power's current activities, PG&E seems to be using this initiative both to obtain load shifts, and to disrupt the operations of an existing, community-based and the CPUC-funded entity. SF Power commented that, in this respect, it would seem as if PG&E should be required to follow similar `affiliate' rules as those proposed for energy efficiency measures.

In particular, Nahigian addressed both the results and applicability to California of the residential appliance saturation study of Pacific Gas and Electric Company and the time-of-use pilot initiated by Puget Sound Energy. Myers stated that the Commission should ensure that small customers were not asked to incur costs or participate in programs that were not mandated for large customers. Nahigian and Hawiger emphasized the existence of current demand reduction tools. Nahigian indicated that such programs have been demonstrated to provide cost-effective demand reduction.

Tomcala stated that PG&E continues to be committed to exploring how dynamic pricing and automated metering can make the best use of scarce electric resources. Alexander noted that customers are not likely to support the metering effort unless there is evidence that sufficient customer demand response can be achieved, thereby saving on-peak energy procurement costs. Tomcala indicated that peak MW value is a very important program design parameter and that publicly available numbers vary considerably. Tomcala and Stock stated that while the Legislature's intent is to explore the potential for dynamic pricing, they have also indicated that customer response should be tested.
