LATE FILED. On September 18, 2006, Colin E. Cushnie, Director of Southern
California Edison Company (SCE), met with Lindsay Brown, advisor to Cmmr. Bohn,
in San Francisco. Cushnie stated that SCE supports the adoption of ALJ
Weissman's proposed decision. Cushnie said that if the Commission were to adopt
President Peevey's alternate, it should be amended to incorporate Calpine
Corporation's proposed Wobbe index rate-of-change limitation of two percent per
minute. Cushnie emphasized that any gas quality rules adopted in this
proceeding should be considered interim rules until further studies can be
performed.

Description:
On September 11, 2006, Marzia Zafar, CPUC Relations Manager for Southern
California Gas Company and San Diego Gas & Electric Company, met with Lindsay
Brown, advisor to Cmmr. Bohn, in San Francisco. Zafar explained that Pres.
Peevey's alternate should be adopted. Zafar further explained, however, that
the alternate's view to adopt a local transmission policy that requires noncore
customers to make two-year commitments to support expansion in constrained
local transmission areas is incorrect. Finally, Zafar discussed the current
storage risk-reward structure and stated that it provides a clear disincentive
to expand storage. Zafar urged the Commission to modify the alternate.

Description:
On August 30, 2006, John W. Leslie, attorney for Shell Trading Gas & Power
(Shell Trading), met with Belinda Gatti, advisor to Cmmr. Brown, Lindsay Brown,
advisor to Cmmr. Bohn, and Andrew Campbell, advisor to Cmmr. Chong, in three
separate meetings in San Francisco. At the meeting with Lindsay Brown also
present was Stephen St. Marie, advisor to Cmmr. Bohn. Also present were Marcie
Milner, Director of Regulatory Affairs for Shell Trading, and Edgar Kuipers,
Director, Market Access for Shell NA LNG, LLC. Written materials (attached to
the notice) were used. Milner stated that Shell Trading supports the alternate
decision (AD) of Cmmr. Peeevey. Milner urged the Commission to reject the
proposed decision of ALJ Weissman (PD). Leslie stated that the evidence in the
case supports a maximum Wobbe Index of 1400. Milner explained, however, that
the AD¿s proposed 1385 maximum Wobbe Index is acceptable to Shell Trading. Dr.
Kuipers explained that the PD's concerns regarding the performance of consumer
appliances and gas turbines with higher Wobbe Index gas are not valid. Leslie
explained that the California Environmental Quality Act does not apply to the
Commission¿s decision on gas quality. Leslie urged the Commission to deny
August 29th motion for oral argument. Miler asked the Commission to make one
change to the AD.

On August 9, 2006, Sidney Dietz, Manager, Regulatory Relations, Pacific Gas and

San Francisco. Also present were David Clare, Director, Core Gas Supply, and
Harold Pestana, Manager, Portfolio Management, for PG&E. A chart (attached to
the notice) was used. Dietz highlighted two major differences between the
hedging draft decision (DD) and Pres. Peevey's alternate - the treatment of the
hedges under CPIM as well as the confidentiality in reporting. Clare stated
that the DD's plan of including twenty-five percent of hedges for Winter
2006/2007 within CPIM was not appropriate. Clare also pointed out that
fundamentally hedging and CPIM serve different purposes. Clare reiterated that
when treated separately these programs complement each other but when combined
there is a conflict. Dietz noted that the challenge to developing a hedge
strategy and plan is arriving at sound assumptions on the risk preferences of
customers. Pestana and Clare stated that PG&E's winter peak and storage
situation might mean that PG&E customers have more interest, compared to other
California gas customers, in insurance against price spikes.

provide protection for customers against price spikes for a small cost to
customers. Pestana noted that portfolio hedging is different than market

advisor to Cmmr. Brown, in San Francisco. Written materials (attached to the
notice) were used. Zafar urged the Commission to not impose an overly
restrictive Wobbe number because up to thirty percent of SoCalGas' existing
supplies may have to be eliminated. Referring to the South Coast Air Quality
Management District's proposal, Zafar stated that the potential NOx emission
increase due to the use of LNG-derived natural gas would be one tenth of one
percent of total South Coast Air Basin emissions and the air quality impact
would be expected to be negligible. Zafar stated that setting an artificially
low Wobbe Number is not a cost effective way to address the potential change in
emissions.

Rami Kahlon, advisor to Cmmr. Peevey, in two separate meetings in San

Sempra Global representing Sempra LNG. Written materials (attached to the
notice) were used. Pak and Gross urged the Commission to adopt
gas-interchangeability standards that would increase the potential pool of LNG
supplies available to California from various Pacific Rim sources. Pak and
Gross also noted that the delivery of supplies complying with different
gas-interchangeability values, e.g., Wobbe indices of 1400 and 1360, would have
speculative, negligible or, at worst, relatively insignificant impacts on air
quality and NOx emissions in the southern California region.

Wobbe index range of 1290 to 1400 for gas supplies delivered to its system.
Zafar explained that this Wobbe range decreases the existing maximum while
increasing the existing minimum gas quality specifications. Zafar explained
that a narrower Wobbe range will not only reduce existing supplies but also
future supplies. Zafar stated that the Air Quality District's proposal of a
maximum Wobbe of 1360 could eliminate up to thirty percent of existing

Description:
On April 25, 2006, Jeanne Armstrong of the law firm Goodin MacBride Squeri
Ritchie & Day, counsel for Kern River Gas Transmission Company (Kern), met with
Rami Kahlon, advisor to Cmmr. Peevey, in San Francisco. Also present were
Michael Dunn, Vice President, Operations, IT and Engineering, Robert Checketts,
Director of Operation, and Greg Snow, Manager, Business Development and
Planning, for Kern. Written material (attached to the notice) was used. Kern
representatives discussed how changes in required gas quality specifications
for the Southern California Gas Company system and/or the Pacific Gas and
Electric Company system, could detrimentally impact the flow of gas supply off
of the Kern River system into California. Snow described the projected increase
in Rocky Mountain supply over the next few years. Checketts explained that the
new production tends to be gas which has a higher Wobbe Index number. Kern
representatives explained that if the Commission sets a Wobbe number which is
too restrictive, then it might prevent significant volumes of gas entering the
state via Kern River. Checketts noted that the cost to the suppliers connected
to Kern River of adding facilities could run in the hundreds of millions of
dollars and that given such an option, suppliers might decide to send their gas
to markets east of California.

Commission, and Lad Lorenz, Vice President of Regulatory Affairs, Beth Musich,
Regulatory Case Manager, and Marzia Zafar, CPUC Relations Manager, for SoCalGas
and San Diego Gas & Electric Company (SDG&E). Stewart explained that SoCalGas'
proposed gas quality standards are based on principles that would protect the
health and safety of utility customers and employees and the operational
integrity of the pipeline system. Steward stated that new gas quality standards
should not be based on a specific end use, without consideration of their cost
impact on all customers. Steward asserted that SoCalGas' proposed Wobbe range
of 1290 - 1400 is supported by the interim recommendations in the National Gas
Plus Report. Stewart stated that the Air Quality District's proposal of a
maximum Wobbe of 1360 could eliminate up to 30 percent of existing supplies.

Description:
On April 20, 2006, Colin E. Cushnie, Director of Southern California Edison
Company (SCE), met with Andrew Campbell, advisor to Cmmr. Chong, in San
Francisco. Also present were Luis Pando, Manager of SCE, and Henry Hogo of the
South Coast Air Quality Management District. Written material (attached to the
notice) was used. Cushnie stated that the Commission should adopt SCE¿s
proposal to implement an interim gas quality standard that is consistent with
the quality of natural gas historically delivered to end-use customers of
Southern California Gas Company (SoCalGas) and San Diego Gas & Electric Company
(SDG&E). Cushnie urged the Commission to require a definitive study to
determine whether it is more cost effective to require LNG facilities to
deliver gas supplies to the SoCalGas/SDG&E system that is consistent with the
historical heat content of natural gas deliveries to end-use customers or to
require end-use customers to be responsible for making any necessary
modifications to their gas-burning equipment to accept higher heat content gas.
Hogo explained that higher heat content gas from LNG deliveries should not be
allowed and that instead, the Commission should require SoCalGas and SDG&E to
accept natural gas supplies with a heat content that is more reflective of
historical gas deliveries to end-use customers in southern California.

their reasoning: adopt a Wobbe Index Range of 1290-1400 on the Southern
California Gas (SoCalGas) system; retain the status quo three percent limit on
CO2 and .2 percent limit on O2 on the SoCalGas system; continue to treat
California Air Resource Board compressed natural gas vehicle specifications as
fuel dispensation specifications, and do not incorporate these specifications
into the utility pipeline quality tariff.

Description:
On March 30, Marzia Zafar, CPUC Relations Manager for Southern California Gas
Company (SoCalGas) and San Diego Gas & Electric Company (SDG&E), had a
telephone conversation with Rami Kahlon, advisor to Cmmr. Peevey, in San
Francisco. In response to Santa Clara Air Quality Management District's
proposal, Zafar stated that the potential NOx emission increase due to the use
of LNG-derived natural gas would be less than 0.11 percent of total SCAB
emissions and the air quality impact would be expected to be negligible. Zafar
stated that setting an artificially low Wobbe Number is not a cost effective
way to address the potential change in emissions. Zafar urged the Commission
not to jeopardize the availability of existing supplies by imposing unnecessary
and overly restrictive gas quality specifications.

Description:
On March 22, 2006, Colin E. Cushnie, Director of Southern California Edison
Company (SCE), met with Belinda Gatti, advisor to Cmmr. Brown, and Rami Kahlon,
advisor to Cmmr. Peevey, in two separate meetings in San Francisco. Also
present were Luis Pando, Manager of SCE, and Dr. Chung Liu of the South Coast
Air Quality Management District (SCAQMD). Written material (attached to the
notice) was used. Cushnie stated that the Commission should adopt SCE's
proposal to implement an interim gas quality standard that is consistent with
the quality of natural gas historically delivered to end-use customers of
Southern California Gas Company (SoCalGas) and San Diego Gas & Electric Company
Dr. Liu explained that higher heat content gas from LNG deliveries should not
be allowed and that instead, the Commission should require SoCalGas and SDG&E
to accept natural gas supplies with a heat content that is more reflective of
historical gas deliveries to end-use customers in southern California.

the Energia Costa Azul terminal in Baja California and pointed out that the
market conditions that resulted in the initiation of the project, specifically,
a looming supply-demand imbalance in the United States gas markets, are being
confirmed with the passage of time. Tobin and Pak noted that the Commission's
decision declaring the Otay Mesa interconnection a 'joint receipt point'
serving both Southern California Gas Company and San Diego Gas & Electric

On February 27, 2006, Marzia Zafar, CPUC Relations Manager for Southern
California Gas Company (SoCalGas) and San Diego Gas & Electric Company (SDG&E),
met with Nilgun Atamturk, advisor to Cmmr. Grueneich, in San Francisco. Zafar
stated that the Gas Market Order Instituting Rulemaking deals with two main
issues. On infrastructure adequacy, Zafar stated that SoCalGas and SDG&E's
system is adequate and that SoCalGas has not identified any constraints in its
ability to receive gas supply at its receipt points or in its ability to
transport those supplies on its backbone transmission system to the local
transmission system. On the issue of gas quality, Zafar cautioned that setting
an overly restrictive gas quality standard could potentially restrict future
LNG supply to California as well as existing supply. Zafar asserted that gas
quality standards should be established so as to allow the widest range of gas
supply to be received by the utilities without decreasing the current safety,
efficiency and reliability of end-use operations. Zafar stated that Commission
approval of a Wobbe Number range of 1290-1400 will make more supplies of
reasonably priced natural gas available throughout southern California and that
it does no good to adopt ultra-stringent gas quality specifications.

met with Rami Kahlon, advisor to Cmmr. Peevey, in San Francisco. Copies of
SDG&E and SoCalGas maps which are part of David Bisi's testimony in this
proceeding were used. Zafar stated that SoCalGas has become aware of a
potential new load in the Rainbow Corridor that may cause the combined SoCalGas
Rainbow Corridor and SDG&E system to become constrained and that the utilities
would need to have an open season in the first half of this year to be sure
facilities are built in time (if needed). Zafar urged that the Commission issue
a final decision on the infrastructure adequacy matter. Zafar suggested that
alternatively, the Commission could allow SoCalGas and SDG&E to hold the open

used. Dr. Kuipers stated that Shell Trading supports Southern California Gas
Company's (SoCalGas) and San Diego Gas & Electric Company's (SDG&E) proposed
maximum Wobbe limit of 1400 as well as a Wobbe index range of plus or minus 4
percent. Leslie noted that the reasons for proposed 1391 and 1360 Wobbe limit
(concerns about the performance of DLN/DLE turbines and increased NOx
emissions) are not valid. Leslie explained that California Environmental
Quality Act does not apply to the gas quality phase of the proceeding. Milner
urged the Commission to act quickly on the gas quality issue in order to
provide certainty to Shell Trading and to all other new suppliers that must

On February 9, 2006, Evelyn Kahl, counsel to the Indicated Producers (IP), met
with Belinda Gatti, advisor to Cmmr. Brown, and Rami Kahlon, advisor to Cmmr.
Peevey, in two separate meetings in San Francisco. Kahl discussed areas of
concern in the gas quality arena. First, Kahl observed that a 1400 Wobbe value
would be a restriction, rather than an expansion, in existing specifications.
Second, Kahl explained that Southern California Gas Company's (SoCalGas)
proposed reductions in CO2 and O2 specifications have not been substantiated.
Third, Kahl observed that most parties agree that it would not be prudent to
adopt the CARB compressed natural gas vehicle specifications - fuel pump
specifications - as inlet specifications on the SoCalGas system. Finally, Kahl
raised a practical concern over the potential designation of this matter as
requiring California Environmental Quality Act review.

Strategic Planning, and Edgar Kuipers, Director, Market Access for Shell NA
LNG, LLC, and John Leslie, attorney for Shell Trading and Coral Energy
Resources, L.P. (Coral). Written materials (attached to the notice) were used.
Leslie noted that in the infrastructure adequacy proceeding, Coral has asserted
that if a shipper or customer bears the incremental cost of a downstream

increased gas supplies at a new or expanded receipt point, the shipper should
receive priority access rights at the receipt point in the amount of the
expanded capacity. Dr. Kuipers stated that Shell Trading supports Southern

Description:
On June 10, 2005, Eric Eisenman, Manager, Regulatory Relations for Pacific Gas
and Electric Company (PG&E), met with Rami Kahlon, advisor to Cmmr. Peevey, in
San Francisco. Also present were Larry Chaset, advisor to Cmmr. Grueneich,
Belinda Gatti, advisor to Cmmr. Brown, Robert Lane, advisor to Cmmr. Bohn, and
Roger Graham, Manager, Product Management, and Shaun Halverson, Manager, Gas
Rates, for PG&E. Graham stated that PG&E's testimony will propose a backbone
capacity guideline for its intrastate backbone transmission capacity of
eighty-nine to ninety percent annual utilization, based on a cold and dry
forecast of demand with a 1-in-10 year likelihood of occurring. Graham argued
that an appropriate reserve margin of capacity allows the market flexibility to
move purchases between receipt points, creating more gas-on-gas competition. In
conclusion, Graham stated that northern California has sufficient backbone
transmission and storage infrastructure, as compared to the proposed backbone
capacity guideline, through 2016. Halverson stated that a full and timely
recovery of investments in backbone capacity is necessary.

|
|
Description:
On March 22, 2005, Marcie Milner, Director of Regulatory Affairs, Coral Energy
Resources, L.P. (Coral), met with Rami Kahlon, advisor to Pres. Peevey, Belinda
Gatti, advisor to Cmmr. Brown, Brian Prusnek, advisor to Cmmr. Kennedy, and
Larry Chasett, advisor to Cmmr. Grueneich, in four separate meetings in San
Francisco. Also present was John Leslie, attorney for Coral. Leslie and Milner
discussed the status of the gas quality issues in Phase II. Leslie stated that
Coral and its affiliate Shell must have certainty respecting the gas quality
specifications on the Southern California Gas Company (SoCalGas) system by June
2005. Milner emphasized that Coral's (Shell's) gas can meet SoCalGas' current
Rule 30 specifications, but Coral supports the tightening of SoCalGas' Rule 30
specifications. Leslie stated that Coral supports the collaborative workshop
process and urged the Commission to allow this stakeholder process to continue
as a separate sub-phase of R04-01-025, rather than address gas quality as
another Phase II issue. Milner emphasized that Coral wants the stakeholder
process to include all affected state and local agencies.

Description:
On April 16, 2004, Marzia Zafar, CPUC Relations Manager for Southern California
Gas Company (SoCalGas) and San Diego Gas & Electric Company (SDG&E), met with
Brian Prusnek, advisor to Cmmr. Kennedy, in San Francisco. Written material
(attached to the notice) was used. Zafar reiterated SoCalGas/SDG&E's need to
have a decision on Phase I by June 2004 in order to gain Commission
authorization to allow adequate time for the relevant interstate capacity
negotiations. Zafar also described the benefits of rolled-in ratemaking for
expanded facilities, and SoCalGas/SDG&E's desire to have the Commission issue a
decision in Phase 1 that provides overarching policy guidelines dealing with
supply access, integration of the SDG&E and SoCalGas transmission systems, and
firm access rights.
