used. PV Now representatives discussed the implementation of the California
Solar Initiative and the importance of establishing appropriate market signals
to solar customers. PV Now representatives noted the influence of global market
conditions on installed PV system costs, including rising cost of steel,
copper, silicon and PV cells. The PV Now representatives expressed concern that
the Commission staff¿s proposed decrease in commercial customer capacity-based
rebates and performance-based equivalents in 2007 are too pronounced to sustain
uninterrupted customer investment in PV. PV Now representatives also discussed
the importance of the non-residential market.

Kaco Solar. ASP representatives discussed key features of the California Solar
Initiative (CSI) program design which ASP finds to be essential to the CSI
program success, such as inclusion of a pure performance-based incentive, which
would be based on metered output for the larger 100 kW and above market and the
immediate establishment of a statewide, web-based application processing and
program data accumulation process. ASP also advocated for the importance of
inclusion of a solar thermal incentive program in the CSI program.
