Low Income Programs and Qualifications

The California Public Utilities Commission (CPUC) has authorized low-income water programs for parts of Golden State Water Company's (previously Southern California Water Company) service area and California American Water Company's Monterey District. 

Customers qualify for the low-income water programs if their total annual household income is at or below the following annual income limits:

$5,600 per person

* The income limits are evaluated every year and may change depending on the cost of living.  The above limits are effective through May 2005.

California American Water Company's low-income program waives the monthly service charge. The program is available in the Monterey District, serving Carmel-by-the-Sea, Del Rey Oaks, Monterey, Pacific Grove, Sand City, and part of Seaside, in Monterey County. Call (888) 237-1333 to sign up.

Golden State Water Company's (previously Southern California Water Company)low-income program provides a 15 percent discount on the bill. Call (800) 999-4033 to sign-up for the program if you reside in the utility's Region II or III, which includes all or parts of the following communities: 

  • Alamitos Huntington Park Moneta South Gate
  • Athens Inglewood Norwalk Willowbrook
  • Barstow Lakewood Paramount Wrightwood
  • Claremont La Mirada Placentia Yorba Linda
  • Gardena Lawndale San Dimas
  • Hawaiian Gardens Lennox San Gabriel
  • Hawthorne Long Beach Santa Fe Springs

The Commission is considering more low-income programs for consumers of the other water utilities the CPUC regulates and when they are authorized, notices will be issued.
