XII. Categorization and Need for Hearings

In Resolution ALJ 176-3014 dated April 22, 1999, the Commission preliminarily categorized this application as ratesetting, and preliminarily determined that hearings were not necessary. CSD filed a protest in this proceeding. The Assigned Commissioner's January 4, 2002 ruling and scoping memo determined that hearings were necessary. Hearings were held on March 12, 2002, and the matter was submitted.
