Time constraints on implementation issues were a dominant theme in the discussions at the workshop. During these discussions several factors, notably including the time necessary for signage requirements for payphones and tariff revisions, made compliance with the October 1, 2001 deadline difficult to reach for all aspects of the resolution. Pushing back the effective date of the resolution will make the October 1 deadline less likely to reach than keeping the schedule as proposed.
