Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand-delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles, California.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

SCOPE OF WORKSHOP
The goals of the workshop are to (1) understand the financing mechanisms the investor-owned utilities (IOUs) have proposed for 2009-2011, and (2) explore how IOUs and their ratepayer-funded energy efficiency programs should best interface with the financing of energy efficiency retrofits in residential, small commercial, and institutional buildings. Depending on the needs and challenges workshop participants identify, the discussion could involve lending mechanisms themselves, or energy audits, diagnostics, savings assurance, or other "due diligence" activities that non-utility lenders might look to before completing efficiency loans -- such as through AB811 districts or other mechanisms.
The workshop will focus on residential topics in the morning, and on-bill financing for small business and institutional customers in the afternoon. SCOPE OF WORKSHOP
The Lighting workshop will give participants an opportunity discuss and consider issues related to lighting in the 2009-2011 energy efficiency portfolios of Southern California Edison Company, Pacific Gas and Electric Company, Southern California Gas Company, and San Diego Gas & Electric Company. This workshop will address how lighting strategies and goals, as outlined in the California Long-Term Energy Efficiency Strategic Plan, can be achieved in the context of the IOUs' 2009-11 applications.
The workshop will aim to facilitate a shared understanding of key aspects of the lighting components of utility energy efficiency programs. It is hoped that workshop participants will come to a consensus on the extent to which California's market for bare spiral CFLs (medium screw) base has been transformed and what remaining utility incentives are needed, if any. The workshop will explore options for scaling up specialty CFLs and other advanced lighting solutions in the 2009 - 2011 period and the specific methods for doing so, including the incentive strategy, delivery strategy, measure mix and delivery channels. Disposal issues raised by CFL mercury contents will also be discussed as time permits.

This workshop will focus on issues related to EM&V for the 2009-2011 program cycle such as those raised in Energy Division's white paper, "Proposed Energy Efficiency Risk-Reward Incentive Mechanism and EM&V Activities," issued on April 1, 2009. The workshop aims to facilitate parties' discussion and shared understanding of Energy Division's straw proposals regarding EM&V objectives, categories of EM&V activities and division of responsibilities, processes, and schedule for stakeholder input on EM&V work for the 2009-2011 programs, including the DEER update process and timeline.

The California Energy Efficiency Strategic Plan (CEESP) was released in September 2008 by the CPUC. Specific to the industrial sector, the CEESP contained a strategic objective of a continuous energy improvement (CEI) program. The IOUs have proposed a CEI program targeted to the industrial and agricultural sectors within the state-wide implementation plans filed in the 2009-2011 Energy Efficiency portfolio. CPUC Energy Division staff is hosting a workshop to obtain stakeholder input and guidance on implementation of the CEI.
The purpose of the workshop is to facilitate a dialogue towards recommendations to improve existing plans, generate new ideas, and potentially create opportunities for on-going collaboration.
The workshop will cover the following topics:
● Present and review the filed IOU implementation plans for the CEI program
● Present and review the preliminary results of the industrial EM&V results
● Review energy efficiency potential for the industrial sector
● Examine CEI programs in other jurisdictions and best practices
● Explore opportunities to integrated resource efficiency through AB32
● Discuss and prepare stakeholder feedback, input, and recommendations

Workshop Objective
This workshop will explore issues raised by the recent Energy Division white paper, "Proposed Energy Efficiency Risk-Reward Incentive Mechanism and EM&V Activities" (See link below) regarding performance metrics:

1. Sharing and discussing examples of metrics currently proposed by utilities for the 2009 - 2011 program cycle.
2. Obtaining stakeholder feedback on the definition and purpose of energy efficiency program performance metrics.
3. Obtaining stakeholder feedback on necessary criteria for energy efficiency program performance metrics.
4. Obtaining stakeholder feedback on possible processes for designing performance metrics for energy efficiency programs.
