Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand-delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles, California.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms, and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, California, are available for rent. A Preworkshop conference will be held with workshop co-facilitators, Administrative Law Judges Angela Minkin and Jean Vieth, to (1) agree on workshop process, (2) prioritize the issues to be considered during the workshops, (3) schedule the workshops, and (4) delegate issues to the GO 95-128 Rules Committee. The facilitators will prepare a draft agenda for the preworkshop conference and will provide it beforehand, by email service to the service list for this rulemaking. The workshop in the above-entitled matter will be held before Administrative Law Judge (ALJ) Janice L. Grau. Cynthia Truelove of the Commission's Policy and Planning Division will lead the workshop. The purpose of the workshop is to address water use data integration, water conservation policies, and the need for coordinated regulatory work of the state's water agencies in light of the amendments to the Water Code contained in SBX7 7. The parties will receive a more specific agenda for the workshop prior to January 20, 2010. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
The Energy Division has prepared Resolution E-4295 for the January 21, 2010 Commission Meeting. This Resolution approves cost recovery for a short-term bilateral renewable energy power purchase agreement (PPA) with Sierra. The PPA is approved without modification. The Energy Division has prepared Resolution E-4310 for the January 21, 2010 Commission Meeting. This Resolution approves cost recovery for a power purchase agreement (PPA) resulting from bilateral negotiations between PG&E and Woodland Biomass Power Ltd., pursuant to California's renewables portfolio standard program. The PPA is approved without modifications. Notice of this draft has been sent to parties in the service lists.

Draft Resolution L-388 authorizes disclosure of records related to the California Public Utilities Commission ("Commission") Consumer Protection and Safety Division's investigation of an October 1, 2008 incident involving San Francisco Municipal Transportation Agency ("Muni") that occurred on the Muni J Church line in San Francisco, California.
Draft Resolution L-388 will be on the agenda at the Commission's January 21, 2010 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-388, amend or modify it, or set it aside and prepare a different resolution.
On December 15, 2009, the draft resolution was circulated to the Resolution L-388 service list, pursuant to California Public Utilities Code Section 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at www.cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. (Rule 14.5.) The original and two copies must be filed with the Legal Division by January 8, 2010, at the address set forth below. Reply comments must be filed by January 13, 2010. Commenters must also serve comments and reply comments on the service list. Commenters may send copies of comments and reply comments by electronic mail to the email address below. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Draft Resolution L-389 authorizes disclosure of records related to the California Public Utilities Commission ("Commission") Consumer Protection and Safety Division investigation concerning a January 11, 2009, Amtrak train-pedestrian incident that occurred in a railroad tunnel in Chatsworth, California.

The Consumer Protection Safety Division has prepared Resolution ST-108 for the January 21, 2010 Commission Meeting. This resolution grants Los Angeles County Metropolitan Transportation Authority's (LACMTA) request for a permanent variance to General Order 143-B, Section No. 9.06 c (1) Side Clearance requirements for all future LACMTA high-level station platform stations. This resolution allows LACMTA to install Between-Car-Barriers on the station platform edges, including existing Metro Red Line and Metro Purple Line.

The Consumer Protection Safety Division has prepared Resolution ST-109 for the January 21, 2010 Commission Meeting. This resolution grants Los Angeles County Metropolitan Transportation Authority's request for a variance to General Order 143-B, Section No. 9.05 Emergency Walkway requirements along the Metro Gold Line Eastside Extension alignment on the Mechanically Stabilized Earth 101 Aerial Overpass at the crossover tracks near the intersection of Temple and Alameda Streets. The Consumer Protection Safety Division has prepared Resolution ST-110 for the January 21, 2010 Commission Meeting. This resolution grants approval of the final report titled, "Safety Review of the North County Transit District" dated November 13, 2009. North County Transit District is ordered to implement the recommendations contained in the report and to provide monthly progress reports.

The Communications Division has prepared Resolution T-17226 for the February 4, 2010 Commission Meeting re: Approving Termination of the Public Policy Payphone Program (PPPP). The Resolution discontinues the PPPP due to a lack of payphone providers' interest in the program, as provided for in Decision (D.) 08-06-020. The Communications Division has prepared Draft Resolution T-17249 for the February 4, 2010 Commission agenda. This draft resolution (1) modifies the charter of the Telecommunications Access for the Deaf and Disabled Administrative Committee (TADDAC), the primary advisory board to the Deaf and Disabled Telecommunications Program (DDTP); and (2) eliminates the charter of the California Relay Service Advisory Committee (CRSAC), pursuant to Resolution T-17212 (August 20, 2009).
