The California Public Utilities Commission, Energy Commission, and the Air Resources Board have formed the California Carbon and Storage Review Panel to review carbon capture and storage (CCS) policy and develop recommendations that could help guide legislation and regulations regarding CCS in California. CCS has been identified as a potential strategy in reducing greenhouse gas emissions from major industrial sites. Other state agencies interested and involved in the issue are the California Department of Conservation and the California State Water Resources Control Board.
The purpose of this CCS Review Panel is to: (1) Identify, discuss, and frame specific policies addressing the role of carbon capture and storage in meeting the state's energy needs and greenhouse gas reduction goals; (2) Review CCS policy frameworks used elsewhere, and identify gaps, alternatives, and applicability in California; and (3) Develop specific committee recommendations on CCS.
The April 22, 2010 meeting will focus on pertinent background information about CCS to be presented at the meeting by regulatory, legal, environmental, and scientific experts.

Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand-delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles, California.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.

The Commission adopted Decision 10-03-021 authorizing tradable renewable energy credits (TRECs) for compliance with the 20% Renewables Portfolio Standard (RPS) program. To implement this Decision, parties will discuss: 1) A methodology for comparing REC-only contracts to the price cap if the transaction includes both energy and RECs; 2) Standards for reviewing and evaluating bundled RPS contracts that utilize dynamic transfer; and 3) how to classify transactions that include firm transmission arrangements as either bundled or REC-only contracts. The purpose of the public workshop in the above-entitled matter is to offer governmental agencies an opportunity to provide input on ways to reduce the fire risk associated with overhead power lines and telecommunications facilities. The topics that may be addressed at the workshop include inspection requirements for overhead facilities; management of vegetation near overhead facilities; design, construction, and maintenance standards for overhead facilities, particularly for facilities located in high-wind areas that are prone to wildfires; identifying areas of high fire risk; and other topics of concern to governmental agencies. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-394 authorizes disclosure of records concerning the California Public Utilities Commission Consumer Protection and Safety Division's Investigation of the January 12, 2007 accident that happened at the Clay Station road crossing. This is MP 9.9 of the Ione Subdivision in the City of Harold, California.
Draft Resolution L-394 will be on the agenda at the Commission's April 22, 2010 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-394, amend or modify it, or set it aside and prepare a different resolution.
On March 22, 2010, the draft resolution was circulated to the Resolution L-394 service list, pursuant to California Public Utilities Code Section 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at www.cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. (Rule 14.5.) The original and two copies must be filed with the Legal Division by April 12, 2010, at the address set forth below. Reply comments must be filed by April 19, 2010. Commenters must also serve comments and reply comments on the service list. Commenters may send copies of comments and reply comments by electronic mail to the e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-395 authorizes disclosure of records concerning the California Public Utilities Commission Consumer Protection and Safety Division's investigation of the incident of Shane Alan Cahill, who suffered severe electrical burns after his window washing pole came into contact with San Diego Gas & Electric Company's 12 kV power line on September 3, 2008 in San Diego, California.
Draft Resolution L-395 will be on the agenda at the Commission's May 20, 2010 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-395, amend or modify it, or set it aside and prepare a different resolution.
On April 16, 2010, the draft resolution was circulated to the Resolution L-395 service list, pursuant to California Public Utilities Code Section 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at www.cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. (Rule 14.5.) The original and two copies must be filed with the Legal Division by May 10, 2010, at the address set forth below. Reply comments must be filed by May 17, 2010. Commenters must also serve comments and reply comments on the service list. Commenters may send copies of comments and reply comments by electronic mail to the e-mail address below. Comments shall focus on factual, legal or technical error in the draft resolution, and reply comments shall be limited to identifying misrepresentations of law and fact contained in the comments of other parties. Parties may view comments at the Commission's San Francisco Office.

TELCO CARRIERS MUST REPORT AND REMIT SURCHARGES ONLINE
Beginning July 1st, 2010, the California Public Utilities Commission (CPUC) will require all telecommunications carriers to report and remit CPUC program surcharges online using the new Telecommunications & User Fees Filing System (TUFFS).
Additional information and user instructions will be sent via postal mail and email from the Communications Division to carriers on or about May 20th, 2010. The TUFFS notice will be sent to the regulatory/official contact currently on file with the CPUC. All carriers should make certain that their contact information is up to date with the CPUC to guarantee delivery of this important information.
If carriers do not receive the notice by June 1st, 2010, they should contact the Communications Division via email:
