Energy Division Advice Letter Disposition Change
As of June 25, 2007, the Energy Division of the CPUC will send utilities notices of the disposition of Advice Letters by electronic means rather than by hard copy in the regular mail, and will no longer be returning hard copies of approved tariff pages to the utilities. San Diego Office Closes
The Commission's San Diego Office will be closing permanently effective June 22, 2007 and will no longer be able to accept hand-delivered filings. Documents may be filed electronically on the Commission's website at http://www.cpuc.ca.gov/static/efiling.htm. In the event that you wish to file your document in hard copy, rather than electronically, documents should be taken directly to the Commission's lobby or mailed to the Commission's Docket Office in San Francisco, 505 Van Ness Avenue, San Francisco, California 94102. Only hand-delivered documents will be accepted by the Los Angeles office, 320 West 4th Street, Suite 500, Los Angeles, California.
Starting May 24, 2004, the Central Files Office will be open for business from 8 a.m. to 12 noon only.
To purchase Commission documents, there is a charge of 20 cents a printed page (postage prepaid) with a minimum purchase of $2.00.
The auditorium, hearing rooms, and training room at the headquarters of the California Public Utilities Commission, located at 505 Van Ness Avenue, San Francisco, California, are available for rent. The Commission will host two consecutive workshops related to Plug-in Electric Vehicle (PEV) rates. The purpose of the first workshop is to describe PEV cost and benefit assessment and allocation options. The purpose of the second workshop is to describe rate design principles, constraints and considerations. Parties are asked to submit comments in response to the Energy Division Workshop Issues Paper related to Rate Design issued September 10, 2010, and be prepared to discuss responses at the workshops. The fourth quarter California Solar Initiative (CSI) Program Forum is scheduled during Solar Power International 2010 as part of free "public night" on Wednesday, October 13, from 6 p.m. to 8 p.m. at the Los Angeles Convention Center (map.) The CSI Program Forum was established to provide a venue for public stakeholders to identify and discuss top priority issues related to the administration and implementation of the PUC's portion of the CSI program and suggest consensus-based revisions to the CSI Program Handbook. Each Program Forum is held quarterly and hosted in turns by the three Program Administrators as a supplement to the PUC decision making process. Note, the CSI Program Forums do not cover the California Energy Commission's New Homes Solar Partnership.

Following on Energy Division's August 24-25, 2010 Workshops, Workshop #2 on CAISO and PG&E Renewable Integration Model Methodologies, this workshop will provide parties with further information and results from the CAISO and PG&E renewable integration models.
The ALJ Division has prepared Resolution ALJ-257 for the October 14, 2010 Commission Meeting.  This resolution adopts General Order 171 Implementing the Provisions of Section 252 of the Telecommunications Act of 1996. 
The Telecommunications Act of 1996 (the Act) creates certain obligations and duties of telecommunications carriers in order to encourage competition in the telecommunications market.  Section 251 of the Act describes these duties and obligations, including interconnection and access to services and network elements.  Section 252 provides that incumbent local exchange carriers must enter into interconnection agreements with other telecommunications carriers.  Section 252 of the Act provides specific standards for the approval of these agreements by the state regulatory commission.  Under this section of the Act a state commission may assist negotiating parties in reaching agreements through mediation and/or compulsory arbitration.

The ALJ Division has prepared Resolution ALJ-258 Appeal of Citation FC-308 by Denis Marcel Beaudoin II, doing business as A Touch of Class Limousine pursuant to Resolution ALJ-187, for the 10/14 Commission Agenda.
This resolution resolves the appeal of Denis Marcel Beaudoin II, dba A Touch of Class Limousine, from Citation FC-308 issued by the Commission Consumer Protection and Safety Division.  We affirm citation FC-308.  Although we find that Beaudoin operated without a permit in violation of Public Utilities Code Section 5379, failed to include all required information on waybills in violation of General Order 157-D, Part 3.01, and failed to maintain evidence of required liability insurance on file with the Commission on the dates charged in the citation, we reduce the fine imposed from $750 to $250 based on the unique circumstances of this case. The Consumer Protection and Safety Division has prepared Resolution ST-115 for the October 14, 2010, Commission Meeting.  The resolution grants the Consumer Protection and Safety Division final report titled, "2010 Triennial On-Site Safety Review of Bay Area Rapid Transit District," dated August 19, 2010.  The Bay Area Rapid Transit District is ordered to implement the recommendations contained in the report and to provide quarterly progress reports.

The Communications Division has prepared Resolution T-17295 for the October 14, 2010 Commission Meeting which approves for the Central Valley Independent Network, LLC and the Corporation for Educational Network Initiatives in California, from the California Advanced Services Fund (CASF), amounting to $6,659,967.

This Resolution approves San Diego Gas & Electric Company's request for cost recovery of a renewable energy power purchase agreement (PPA) with Coram Energy, LLC. The Residential Retrofit All Party Meeting will be hosted by Commissioner Dian Grueneich.  In addition, this All Party Meeting has been expanded to include Commissioner Byron and Commissioner Eggert from the California Energy Commission.  The All Party Meeting will be noticed to their service list as well.
This All Party Meeting will offer a timely status update on California's Statewide Residential Retrofit Program.
