The 2010-2012 Evaluation, Measurement and Verification (EM&V) Work Plan Version 1 was posted to service lists and to the CPUC's Public Documents Area on Monday, Dec. 20. The intent of this workshop is to answer stakeholder questions about the work plan, and for stakeholders to comment on and discuss it. In addition, stakeholders in the post-2012 EM&V proceeding (R. 09-11-014) can examine with the CPUC how research and methods called for in the work plan relate to evaluation topics that will be considered in R.09-11-014. The workshop will be informal; comments made during the workshop will not be on any official CPUC record.
An agenda will be provided closer to the date. The morning will be dedicated to review of the EM&V work plan, based on questions and comments made in person during the workshop, and beforehand in writing to the Public Documents Area (see below). Two hours at the end of the day will be dedicated to topics in R.09-11-014, the post-2012 EM&V.

This workshop is to discuss Phase II proposals in the RA proceeding received by Energy Division on November 30 and those issued by the Energy Division on November 30. There will be time for parties to discuss their own proposals and to have question and answer time so as to improve the quality of party comments. Energy Division will have a projector and laptop available for parties to use in making presentations. The Energy Division is holding an informational workshop to describe the 2011 Local True-up Process adopted in D.10-12-038 on December 16, 2010. It will cover the rules and schedule adopted in D.10-12-038 so as to prepare LSEs for their required local true-up filings. Energy Division staff will focus on the required actions necessary to demonstrate compliance. Energy Division Staff will review the added functionalities of RA filing and forecasting templates that incorporate the local true up process. Additionally staff will walk through the updated sections of the 2011 RA guide and calendar that address the 2011 Local True-up Process. This workshop will be conducted solely via WebEx, and materials will be made available to the service list in advance of the workshop via posting to the CPUC website.

The California Solar Initiative Program Forum provides a venue for public stakeholders to identify and discuss priority issues related to the administration and implementation of the CSI program with the California Public Utility Commission and the three Program Administrators: Pacific Gas and Electric Company, Southern California Edison and the California Center for Sustainable Energy. In the upcoming CSI Program Forum Program Administrators plan to discuss M&E 2010 input based on 2009 Evaluation, M&O efforts and feedback from industry, paperwork and process points, new PowerClerk features/updates, SASH/MASH program updates and Q&A from the audience.
The Energy Division has prepared Draft Resolution E-4388 for the January 13, 2011 Commission Meeting. This Resolution approves San Diego Gas & Electric Company's request for cost recovery of two renewable energy power purchase agreements (PPA) with Centinela Solar Energy, LLC. The PPAs are approved without modification. Notice of this draft has been sent to parties in the service list. The Consumer Protection and Safety Division (CPSD) has prepared Draft Resolution EGPB-10 for the January 13, 2011 Commission Meeting. The resolution approves the Final Report on the Audit of the Encina Power Plant performed by the Electric Generation Performance Branch (EGPB), authorizes public disclosure of the report, and requires Encina to implement corrective actions listed in the report. The report is attached to the Draft Resolution EGPB-10 as Appendix A.

Draft Resolution L-407 will be on the agenda at the Commission's January 13, 2011 meeting. The Commission may then vote on the resolution or it may postpone a vote until later. The Commission may adopt all or part of L-407, amend or modify it, or set it aside and prepare a different resolution.
On December 8, 2010, the draft resolution was circulated to the Resolution L-407 service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Interested parties may review the draft resolution and service list at the "Currently Open for Comment" section of the Commission's Internet site at www.cpuc.ca.gov.
Interested parties may file comments on the draft resolution, and may file replies to comments. (Rule 14.5.) The original and two copies must be filed with the Legal Division by January 3, 2011, at the address set forth below. Reply comments must be filed by January 10, 2011. The Consumer Protection Safety Division (CPSD) has prepared Resolution ST-120 for the January 13, 2011 Commission meeting. The resolution grants approval of the final report titled, "2010 Safety Review of the Port of Los Angeles Waterfront Red Car Line" dated November 12, 2010. The report compiles the results of Commission staff review of the Port of Los Angeles Waterfront Red Car Line safety programs. Background information, review procedures, safety review checklists, findings, and recommendations are included in the report. The Consumer Protection and Safety Division has prepared Resolution TL-19101 for the January 13, 2011 Commission Meeting. NOTICE OF DRAFT RESOLUTION
RE: RATES OF ALL COST-OF-SERVICE RATE REGULATED UTILITIES
Draft Resolution W-4867 of the Utility, Audit, Finance & Compliance Branch of the Division of Water and Audits, proposes to make the rates of all cost-of-service rate-regulated utilities subject to refund for the limited purpose of allowing whatever changes, if any, should be made to the rates of those utilities to reflect the benefits of the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010.
Draft Resolution W-4867 will be on the agenda for the Commission's January 13, 2011 meeting. The Commission may then vote on the resolution or it may postpone a vote until alter. The Commission may adopt all or part of Draft Resolution W-4867, amend or modify it, or set it aside and prepare a different resolution.
On December 30, 2010, the draft resolution was circulated to the Draft Resolution W-4867 service list. Interested persons may review the draft resolution on the Commissions website at
