Order Instituting Rulemaking on the Commission's Own Motion to Adopt New Safety and Reliability Regulations for Natural Gas Transmission and Distribution Pipelines and Related Ratemaking Mechanisms.
A public participation hearing will be held before a quorum of the Commissioners of the California Public Utilities Commission to hear public testimony related to gas pipeline safety and the Commissioner's regulation of natural gas transmission and distribution pipelines.
Parties desiring expedited or daily transcripts should advise the Chief Hearing Reporter by telephone at (415) 703-2288, no later than three days prior to the first day of hearing.

Phase 4 of R.07-01-041 focuses on developing policies and rules with regard to direct participation of demand response resources in wholesale markets. The investor-owned utilities have been directed to propose by March 15 rules for direct participation including a pro-forma service agreement. The utilities' proposals will be vetted by the parties in a Working Group format. The purpose of this meeting is to establish a schedule and process for the Working Group. The ALJ Division has prepared Resolution ALJ-267 for the March 24, 2011 Commission Meeting. This resolution adopts Intervenor Rates for 2011 and addresses related matters. This resolution does not adopt a Cost-of-Living Adjustment (COLA) for work performed by intervenors in calendar year 2011 and addresses other related matters. The Energy Division has prepared Resolution E-4394 for the March 24, 2011 Commission Meeting. This Resolution approves Southern California Edison Company's request for cost recovery of a renewable energy power purchase agreement (PPA) with Cascade Solar LLC. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF
INVESTIGATION RECORDS
Resolution L-412 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation of a December 21, 2010 incident involving the Southern California Edison Company underground electrical vault and equipment at Vail and Flotilla, Montebello, California.
On March 14, 2011, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Comments shall be served no later than April 4, 2011, and reply comments shall be served no later than April 11, 2011.
Resolution L-412 will be on the agenda at the April 14, 2011 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.
