Pursuant to D.10-06-047, the Commission is holding a public meeting on the draft Smart Grid Deployment Plans of PG&E, SCE and SDG&E. D.10-06-047 directed this meeting be held to facilitate the interaction between the CPUC, CEC and CAISO in the creation and review of the Smart Grid Deployment Plans, as directed by Public Utility Code Sec. 8366. Commissioners from the Public Utilities Commission and Energy Commission as well as representatives from the California ISO may attend and participate in the meeting. While a quorum of the CPUC and CEC may attend the meeting, no action will be taken. An agenda will be emailed to the service list of R.08-12-009 by March 24.

Order Instituting Rulemaking on the Commission's Own Motion to Adopt New Safety and Reliability Regulations for Natural Gas Transmission and Distribution Pipelines and Related Ratemaking Mechanisms.
A public participation hearing will be held before a quorum of the Commissioners of the California Public Utilities Commission to hear public testimony related to gas pipeline safety and the Commissioner's regulation of natural gas transmission and distribution pipelines.
Parties desiring expedited or daily transcripts should advise the Chief Hearing Reporter by telephone at (415) 703-2288, no later than three days prior to the first day of hearing.

Phase 4 of R.07-01-041 focuses on developing policies and rules with regard to direct participation of demand response resources in wholesale markets. The investor-owned utilities have been directed to propose by March 15 rules for direct participation including a pro-forma service agreement. The utilities' proposals will be vetted by the parties in a Working Group format. The purpose of this meeting is to establish a schedule and process for the Working Group. D.09-09-047 identified eight tasks that the utilities should address during the 2010 - 2012 Energy Efficiency program cycle. These eight tasks address several strategic planning goals and objectives identified for promoting integrated demand side management in the California Energy Efficiency Strategic Plan. Among these eight tasks is the development of a proposed cost-effectiveness methodology for programs and projects that utilize multiple demand side technology categories such as energy efficiency, demand response, and distributed generation. The purpose of this workshop is to gather public input on a white paper that identifies issues, challenges, and recommendations for development of an integrated demand side cost-effectiveness methodology. The white paper was distributed to the parties of the service lists identified above. A meeting agenda and a list of questions for consideration in preparation for the workshop will be emailed to these same parties prior to the workshop.

The Energy Division has prepared Resolution E-4394 for the March 24, 2011 Commission Meeting. This Resolution approves Southern California Edison Company's request for cost recovery of a renewable energy power purchase agreement (PPA) with Cascade Solar LLC. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF
INVESTIGATION RECORDS
Resolution L-412 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation of a December 21, 2010 incident involving the Southern California Edison Company underground electrical vault and equipment at Vail and Flotilla, Montebello, California.
On March 14, 2011, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Comments shall be served no later than April 4, 2011, and reply comments shall be served no later than April 11, 2011.
Resolution L-412 will be on the agenda at the April 14, 2011 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.
