Order Instituting Rulemaking on the Commission's Own Motion to Adopt New Safety and Reliability Regulations for Natural Gas Transmission and Distribution Pipelines and Related Ratemaking Mechanisms.
An Oral Argument will be held on April 11, 2011, at 10:00 a.m. and may be attended by a quorum of the Commissioners.
After the Oral Argument, Pacific Gas and Electric Company will present a report on its examination and analysis of its natural gas transmission pipeline system which may be attended by a quorum of the Commissioners. D.09-09-047 required the investor owned utilities to initiate a statewide education and training needs assessment that examines workforce training needs in the areas of energy efficiency, distributed generation, and demand response. The needs assessment is identified as a major strategy in the California Energy Efficiency Strategic Plan. The purpose of this workshop is to gather public input on the findings of the needs assessment that has recently been completed by the Don Vial Center for Jobs in the Green Economy at UC Berkeley. The needs assessment is posted on Engage360.com. In particular the workshop will obtain public input on how training efforts initiated by the statewide investor owned utilities can address the recommendations included in the report. A meeting agenda will be emailed to the parties included on the service lists noted above prior to the workshop.

In accordance with the December 19, 2010 Decision (D. 10-11-033) from R. 06-05-028, the Communications Division will host a second workshop on April 7, 2011 to solicit input from parties on the implementation of the Decision, including changes to General Order 153.
Topics to be discussed will include: Introductions; Discussion of the new LifeLine OIR; Changes to General Order 153; Changes to the Carrier Claim Form; Changes to the California LifeLine Administrator Timeline; and Implementation Timeline.
The Communications Division will distribute a Workshop Notice, as well as redlined versions of General Order 153, proposed claim forms, and third party administrator timelines to the R. 06-05-028 service list, all carriers operating in California, the LifeLine Working Group, and the LifeLine Administrative Committee ten days before the workshop.

SCE has applied for a Permit to Construct (PTC) electrical facilities (substation and subtransmission lines) with voltages between 50 kV and 200kV. The purpose of this meeting is to (1) describe the proposed project, (2) describe the EIR process, and (3) receive public input regarding the project and possible environmental impacts that should be considered.
NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF
INVESTIGATION RECORDS
Resolution L-412 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation of a December 21, 2010 incident involving the Southern California Edison Company underground electrical vault and equipment at Vail and Flotilla, Montebello, California.
On March 14, 2011, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Comments shall be served no later than April 4, 2011, and reply comments shall be served no later than April 11, 2011.
Resolution L-412 will be on the agenda at the April 14, 2011 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.
