The workshop will be led by Commissioner Mike Florio. There may be a quorum of Commissioners present, however, no voting will occur. An agenda will be made available before the workshop is held. The Commission will hold a public workshop to receive input on allocating allowance revenue received by investor-owned utilities under the Air Resources Board's AB 32 cap-and-trade program. Under ARB's proposed regulations, investor-owned utilities would receive a portion of the auction revenues from the sale of carbon allowances. Energy Division staff will facilitate a discussion of the policy objectives that parties should use to develop their proposals for using the auction revenue. Staff from the Air Resources Board will also discuss recent developments in the Low-Carbon Fuels Standard (LCFS) and parties will be asked to discuss policy objectives for the use of any LCFS allowances that investor-owned utilities may receive. This Resolution approves cost recovery for San Diego Gas & Electric Company's renewable energy contract with C Solar IV South, LLC. The contract is approved without modifications. The Consumer Protection and Safety Division has prepared Resolution ST-128 for July 28, 2011 Commission Meeting. The resolution grants approval of the final report titled, "2010 Triennial Safety Review of the Los Angeles County Metropolitan Transportation Authority (LACMTA)" dated February 18, 2011. The report compiles the results of Commission staff review of the Los Angeles County Metropolitan Transportation Authority safety programs. Background information, review procedures, safety review checklists, findings, and recommendations are included in the report.

The Consumer Protection and Safety Division has prepared Resolution ST-130 for the July 28, 2011 Commission Meeting. The resolution grants approval of the "Safety Certification Plan for the San Diego Association of Governments (SANDAG) Blue Line Crossover and Signaling Project" dated March 23, 2011. The Safety Certification Plan identifies SANDAG's scope of the Blue Line Crossover and Signaling project which includes improvements and upgrades to track crossovers, the track signaling system and automatic grade crossing warning systems.

The Consumer Protection and Safety Division has prepared Resolution SX-98 for the July 28, 2011 Commission Meeting. The resolution grants in-part and rejects in part the request of the Exposition Metro Line Construction Authority, on behalf of the Los Angeles County Metropolitan Transportation Authority, to silence the automatic grade crossing warning device bells at 6 crossings along the Exposition - Phase I light rail alignment, once the warning device gates have reached the horizontal position.

The Consumer Protection and Safety Division has prepared Resolution ST-131 for the July 28, 2011, Commission Meeting. The resolution grants approval of the "San Diego Metropolitan Transit System Vintage Trolley Safety Certification Plan" dated May 20, 2011. The Safety Certification Plan identifies SDMTS scope to verify the Vintage Trolley rehabilitation project is in compliance with Commission General Order 143-B, Safety Rules and Regulations Governing Light Rail Vehicles.

The Energy Division has prepared Draft Resolution E-4414 for the August 18, 2011 Commission Meeting. This Resolution implements the Renewable Auction Mechanism for the three investor-owned utilities: Pacific Gas & Electric Company, Southern California Edison Company, and San Diego Gas & Electric Company. Specifically, this Resolution adopts implementation details, bidding protocols, and standard power purchase agreements for each investor-owned utility. The Communications Division has prepared Resolution T-17335 Approving the California Advanced Services Fund Expense Budget for Fiscal Year 2012-13 (July 1, 2012 through June 30, 2013) for the August 18, 2011 Commission meeting.

This resolution proposes the approval of the budget for Fiscal Year 2012-2013 for the Deaf and Disabled Telecommunications Equipment and Service Program to comply with the requirements of Public Utilities Code (PU) Sections 270-281.
