The purpose of these workshops is to address the following 8 topics individually: (#1) Review of major ESAP and CARE Program related studies, pilots and reports since D.08-11-031; (#2) Review of overall effectiveness of the ESAP in reaching the energy saving Strategic Plan goals, and cost effectiveness of ESAP; (#3) Discussion and review of cost effectiveness at the measure level, including discussion on cost effectiveness methodology and what and how measures are added, deleted, etc.; (#4) Review of multi-family sector needs, proposals, and any related operational and legal concerns; (#5) Review of workforce, education and training issue, including review of current contractor selection and bidding process; (#6) Review of current ESAP outreach and enrollment practices/efforts and ways to improve them to reach the Strategic Plan goals, including any energy education proposal; (#7) Review of current CARE Program, including recertification, categorical eligibility, high usage customers and CARE Program complaint and oversight; and (#8) Review of potential ongoing working groups, pilots and studies to improve the ESAP and CARE Program in the near-term and longer term, including standardizing Utilities' various reports. On Monday, October 24th, we will be hosting a workshop on application of experimental design to energy efficiency programs outside of behavioral efficiency programs. As called for in D10-10-033, the CPUC would like to investigate incorporating experimental design programs into the next EE cycle.
This facilitated workshop will begin addressing the quintessential questions of what kinds of programs would be appropriate, how such programs would be designed, and how the evaluation, measurement and verification process would work. As space is limited, please RSVP to:

This workshop is part of the Commission's Alternative-Fueled Vehicle proceeding (R.09-08-009). CPUC Decision 11-07-029 ordered investor-owned utilities to develop protocols to support the use of customer-owned submeters for use in billing electric vehicle load. The goal of this workshop is to identify issues that should be addressed as part of the submetering protocol. The workshop will be held in the CPUC auditorium in San Francisco, CA.

The Commission will hold a technical workshop for presentation and discussion of party proposals filed on or before October 21, 2011. The workshop scope will included (1) a presentation by each party that has filed a proposal, consisting of a summary/overview detailed enough to permit a "nuts and bolts" grasp of the proposal's components; (2) one or more question and answer session(s) to promote understanding of all proposals, including any technical aspects fundamental to actual implementation, and to minimize the need for future discovery; (3) constructive feedback from other parties on the pros/cons of each proposal; and (4) assessment of areas of preliminary or clear agreement between/among parties. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-423 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation records concerning an injury incident on September 17, 2009, at Baldwin Avenue in Arcadia, California.
On September 16, 2011, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.2(c)(2) of the Commission's Rules of Practice and Procedure. Comments shall be served no later than October 10, 2011, and reply comments shall be served no later than October 4, 2011.
Res L-423 will be on the agenda at the October 20, 2011 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.

The Communications Division has prepared Resolution T-17347 for the October 20, 2011Commission Meeting Date. The California Broadband Coalition (CBC - Digital 395) has applied to the National Telecommunications Information Administration (NTIA) for funding under the American Recovery and Reinvestment Act (ARRA) and to the Commission (CPUC) for California Advanced Service Fund (CASF) funding to plan and install a fiber optic communications network in portions of California. The CPUC's decision to grant or deny funding under the CASF triggers the requirement for environmental review under the California Environmental Quality Act (CEQA), and the CPUC is the lead state agency for compliance with CEQA. This Resolution adopts the Final Initial Study and Mitigated Negative Declaration (MND) prepared for the CBC project in accordance with the CEQA Guidelines, the Public Resources Code, and CPUC Resolution T-17232. The Division of Water and Audits prepared Resolution W-4887 for the October 20, 2011 Commission Meeting which approves Mecchi Water Company's request for a general rate increase of $14,434 or 90.00% for test year 2011, $2,952 or 9.69% and $2,953 or 8.83% for escalation years 2012 and 2013, respectively. The Consumer Service and Information Division has prepared Resolution CSID-005 for the November 10, 2011 Commission Meeting Date. Resolution CSID-005 extends the in-language Community Help and Awareness of Natural Gas and Electricity Services (CHANGES) pilot program to allow time to gather data and evaluate the program's effectiveness, and the appropriate California Alternate Rates for Energy funding level. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS

The Consumer Protection and Safety Division has prepared Resolution SX-100 for the November 10, 2011, Commission Meeting. The resolution grants approval of the Exposition Metro Line Construction Authority for the construction of 11 grade-separated crossings and 16 at-grade highway-rail transit crossings in the Cities of Los Angeles and Santa Monica, Los Angeles County, as part of the Exposition Line Phase 2 project.

The Communications Division has prepared Resolution T-17348 Approving funding for the grant application of Frontier Communications Southwest, Inc. (U-1026-C), from the California Advanced Services Fund (CASF) amounting to $95,919.20 for the Alpine underserved broadband project for the November 10, 2011 Commission meeting.
The Communications Division e-mailed the Notice of Availability letter for this resolution to parties in accordance with PU Code Section 311(g)(1). Instructions and timelines on the filing of opening and reply comments as well as the service list for this resolution are included in the Notice of Availability.
