As noted in the December 27, 2011 Scoping Ruling issued by the Assigned Commissioner and Administrative Law Judge in R.11-10-023[1], Energy Division is holding workshops on these two days in order to discuss party proposals filed on January 13, 2012 and to specifically discuss Energy Division's proposals (attached) on the following topics:
(1.) Qualifying capacity rules for dynamically scheduled or pseudo tie resources
(2. Changes to the rounding convention adopted in Decision (D.) 07-06-029
(3.) Revisions to the Maximum Cumulative Capacity bucket percentages and some policy changes to refine and clarify additional policies
(4.) Petition to modify (D.)10-06-036 filed by Cogeneration Association of California regarding qualifying capacity rules for cogeneration resources
The Scoping Ruling directed parties to file proposals on topics in the scope of the proceeding on January 13, 2012. Energy Division will create an agenda based on proposals that are received on January 13th, and distribute it before the workshop. Energy Division will contact parties before the workshop in the event parties are interested in making presentations and leading discussions at the workshop, and some parties might be asked to summarize their presentations and workshop discussions regarding their presentations to help Energy Division staff compile a workshop report. Presentations will be added to the record, so parties are encouraged to make them as detailed and specific as possible. Administrative Law Judge Gamson and a Court Reporter will be present for parts of the workshops. Energy Division and/or parties will be able to summarize the presentations and discussion at the workshops for the record.

Workshop #1 - Smart Customer |

The first workshop will examine the smart grid deployment plans from the perspective of "Smart Customer" and will examine whether and how the deployment plans promote customer empowerment and engagement. The second workshop will examine the smart grid deployment plan from the perspective of "Smart Market" and will determine whether the deployment plans provide the information needed to promote advanced market responses including distributed generation, rooftop solar, and demand response. The third workshop, which is scheduled for two days, will examine the smart grid deployment plans from the perspective of "Smart Utility" and will seek to examine the new capabilities that the plans will provide to the utility to provide secure and reliable service. In addition, issues related to advancing the Commission's environmental goals will be considered in each workshop as relevant. The workshop is for all interested parties. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-429 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation of August 11, 2011 electric incident at Paseo Noche in Camarillo, California, once the investigation is complete.
On December 28, 2011, the draft resolution was mailed to the attached service list, pursuant to California Public Utilities Code Section 311(g) and Rule 14.5 of the Commission's Rules of Practice and Procedure. Comments shall be served no later than January 23, 2012, and reply comments shall be served no later than January 27, 2012.
Res L-429 will be on the agenda at the February 1, 2012 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. The Division of Water and Audits has prepared Comment Resolution W-4900 for the February 1, 2012 Commission Meeting which authorizes Timberland Water Company, Inc. a general rate increase, producing additional annual revenue of $14,359 or 14.4% for test year 2011, and facilities fees. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF
INVESTIGATION RECORDS
Res.
