On January 31, 2012, Southern California Edison Company (SCE), Pacific Gas & Electric (PG&E) and San Diego Gas & Electric (SDG&E) (collectively "IOUs") filed a joint application with the California Public Utilities Commission (CPUC), each seeking authority to recover their respective costs associated with their own separate Market Redesign and Technology Upgrade (MRTU) memorandum account, for the Record Period January 1, 2010 through December 31, 2010. In support of this joint application, the IOUs were required to submit a jointly prepared report that provides: a) a detailed description of how each utility identified and followed best practices in researching, developing and implementing its MRTU systems; b) a detailed description of the major systems that were modified or created to implement MRTU, and the rationale for doing so; c) documentation of actual and forecast annual spending associated with MRTU implementation, and; d) a proposed ratemaking mechanism and procedural vehicle to replace consideration of these costs in annual ERRA compliance cases.
The workshop will provide the opportunity for the IOUs to jointly present their respective reports and respond to questions from parties and Commission staff. For questions about this workshop, please contact Eric Greene of the Commission's Energy Division at

This Resolution approves cost recovery for the long-term renewable energy power purchase agreement between San Diego Gas & Electric Company and Catalina Solar, LLC. The Communications Division has prepared Resolution T-17356 for the March 8, 2012, Commission Meeting. This Resolution approves Resolution T-17346 as modified by Resolution T-17356 for Calendar Year 2012 funding the fourteen small ILECs for the California High Cost Fund-A and reduces Sierra Telephone's funding level from 100% to 80% reducing Sierra's Calendar Year 2012 support from $14,257,890.37 to $11,406,312.30 and total support for the 14 small ILECS from $36,550,929.74 to $33,699,351.67. The Communications Division has prepared Resolution T-17358 for the March 8, 2012 Commission meeting regarding Limited English Proficiency survey ordered by Decision (D.) 08-10-016. This resolution approves staff recommendations regarding the scope, parameters, specifications and timing of a customer satisfaction survey of the LEP customers in California. This resolution delegates to the Commission's Executive Director the authority to proceed with the implementation of the LEP survey, and to seek reimbursement for its cost from carriers with $10 million acor more in annual intrastate revenue.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-431 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation of electrical incident at East Valerio in Santa Barbara, California on November 23, 2011, once the investigation is complete.
On February 16, 2012, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission's Rules of Practice and Procedure. Comments shall be served no later than March 12, 2012, and reply comments shall be served no later than March 16, 2012.
Res L-431 will be on the agenda at the March 22, 2012 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.

This Resolution amends the Telco Industry Rules established by General Order 96-B; to facilitate opportunities for parties to comment on Advice Letters filed with the Communications Division. Telco Industry Rule 10 also expands the requirements for utilities filing Advice Letters to serve them on:
(1) (i.) Any utility or person requesting such notification from the specific utility filing the advice letter, pursuant to General Rule 4.3 and 7.2; (ii.) other persons or entities as directed by the Director of the Communications Division for particular Advice Letters, (iii.) as required by paragraph 2 of this Industry Rule.
(2) The Commission will host Advice Letter service lists on the Commission's public web site by means of which persons or entities can request to be served with particular categories of Advice Letters filed by all Telecommunications Carriers in the following categories: (i.) Changes in rates, terms and conditions of service, or initiation of new service; (ii.) Eligible Telecommunications Carrier designation requests; (iii.) General Rate Case filings; (iv.) Facility construction filings; (v.) Negotiated Inter Connection Agreements, pursuant to Industry Rule 8.1 and Contracts for Tariffed Services, pursuant to Industry Rule 8.2; (vi.) any Advice Letter not fitting within the preceding categories.
Carriers must comply with this new requirement beginning March 12, 2012.
Parties wishing to be included on a service list can sign up through a link on the Communications Division's web site at https://ia.cpuc.ca.gov/alsl/. This link is accessible to the public and does not require a password. A first, last name and e-mail address are required; fields for utility or entity name and carrier U-number are optional. Parties and entities can sign up for one or multiple service lists. It is the party or entity's responsibility to provide correct contact information, and to select the categor(y)(ies) of service list(s) appropriate to the subject(s) of relief requested in the Advice Letter.
