The purpose of this workshop is to discuss proposals for the Distribution Group Study Process within the California Public Utilities Commission's Electric Rule 21 interconnection tariff. The ruling of Administrative Law Judge DeAngelis dated April 20, 2012 in R.11-09-011 on the Motion of the Vote Solar Initiative to Adopt an Interim Procedure provides further description of this workshop, and the need to advance certain interim efforts while the Commission considers a multi-party settlement proposing reforms to Electric Rule 21. This workshop is part of the Commission's RPS proceeding (R.11-05-005) as directed in Assigned Commissioner's Ruling Identifying issues and Schedule of Review for 2012 Renewables Portfolio Standard Procurement Plans Pursuant to Public Utilities Code Sections 399.11 et seq. and Requesting Comments on New Proposals (April 5, 2012). Commission staff will be developing a standard methodology for calculating the renewable net short position for regulated utilities. The net short is defined as the amount of new renewable generation necessary for regulated utilities to meet or exceed the renewable target. The workshops regarding Draft Resolution L-436 will be as follows: Workshops will be held on June 19-20, 2012 from 9:30 am to 4:00 pm in the Golden Gate Conference Room, 505 Van Ness Avenue, San Francisco, California.
A Revised Draft Resolution L-436 will be circulated on July 6, 2012 and comments will be due on July 18, 2012 and will be posted on the Commission's internet site.
Draft Resolution L-436 will be taken off the agenda for the May 24, 2012 Commission business meeting, and will be placed on the agenda for the Commission Agenda meeting on August 2, 2012.

The ALJ Division has prepared Resolution ALJ-268 for the June 7, 2012 Commission Meeting. This resolution adopts General Order _____, which makes the Public Utilities Code Section 851 Pilot Program established in Resolution ALJ-186, as modified by Resolutions ALJ-202 and ALJ-248, permanent and makes minor, technical changes to the Section 851 Pilot Program Regulations for the purposes of clarity and renumbering. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Res L-437 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation of a train incident on April 10, 2010 at 23rd Avenue in Oakland, California.
On April 30, 2012, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code Section 311(g) and Rule 14.5 of the Commission's Rules of Practice and Procedure. Comments shall be served no later than May 28, 2012, and reply comments shall be served no later than June 1, 2012.
Res L-437 will be on the agenda at the June 7, 2012 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.
When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.
