Stakeholders are invited to an en banc at the CPUC where the four California Investor Owned Utilities will present their corporate sustainability programs and efforts. In addition, Ralph Cavanagh of NRDC will provide an opening address and representatives from Ceres and Electric Power Research Institute will provide informative presentations on corporate sustainability efforts across the US and in particular in the electricity sector.  A draft agenda will be provided prior to the workshop. The event will be accessible via video webcast at

This workshop is to foster discussion of Phase 2 issues and to consider a proposed plan of analysis and schedule which could be presented to the ALJ during the Phase 2 Pre-Hearing Conference on September 4, 2012.During the workshop, Staff will introduce a plan of analysis that follows the path set out in the Energy Storage Framework Staff Proposal to identify several priority end uses for energy storage systems, as adopted in D.12-08-016.
Phase 2 will also offer a more focused analysis of barriers and policy options, and will introduce new tools for calculating the cost-effectiveness of storage applications.  This approach will allow us to determine the need for storage in relevant situations and set targets, if necessary, to meet the directive embodied in AB 2514.

The Commission will hold a workshop to discuss and refine the preliminary questions listed in the OIR, R.12-06-013, and will thereafter, by Assigned Commissioner's Ruling, file and serve a list of questions for comment. ALJ Timothy Sullivan and ALJ Jeanne McKinney will lead a discussion to refine the questions for following topics: 1. goals of retail rate design; 2. optimal rate design structures; 3. equity concerns, and 4. coordination of different proceedings. The ALJ Division has prepared Resolution ALJ-282 for the August 23, 2012 Commission Meeting. This resolution extends the Public Utilities Code Section 851 Pilot Program Established in Resolution ALJ-186, Modified in Resolutions ALJ-202 and ALJ-244, and previously extended in Resolution ALJ-272, until further Order of the Commission. NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-439 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division's investigation of an electric incident on October 4, 2009 at Rancho Road and Rimrock Drive West in Thousand Oaks, California, once the investigation is complete.
On July 16, 2012, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code Section 311(g) and Rule 14.5 of the Commission's Rules of Practice and Procedure. Comments shall be served no later than August 13, and reply comments shall be served no later than August 17, 2012.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS

The Communications Division has prepared Resolution T-17377 for the August 23, 2012 Commission Meeting.  This Resolution recommends a supplemental budget of $1,179,000 for Fiscal Year (FY) 2011-12; a supplemental budget of $4,078,000 for FY 2012-13; a budget of $117,233,000 for FY 2013-14; a $24,999,000 increase to the annual appropriations cap, from $92,234,000 to $117,233,000; and a cap of $11,167,000 on the total discounts available for community colleges for FY 2013-14.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS
Resolution L-441 authorizes disclosure of each electric incident report filed between January 1, 2008 and the present; each consumer complaint relating to contact voltage incidents or similar incidents involving electric service or transmission facilities during that time period; and each incident investigation report of the Commission or the Electric Safety and Reliability Branch related to such reported incidents or complaints, once the investigations are complete.
On August 13, 2012, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code § 311(g) and Rule 14.5 of the Commission's Rules of Practice and Procedure.
