11. Conclusion

We conclude that the application conforms to our rules for certification as a competitive local exchange and interexchange carrier. Accordingly, we grant Inyo a CPCN to provide limited facilities-based and resold local exchange telecommunications service in the service territories of AT&T and Verizon and limited facilities-based and resold intrastate interexchange telecommunications services within California, subject to compliance with the terms and conditions set forth in the Ordering Paragraphs.
