10. Significant Environmental
Impacts and Mitigation

All of the alternatives and the Proposed Project would have significant and unavoidable adverse impacts. The Draft EIR at Chapter 4.1-47 concludes that, it is reasonable to assume that at a minimum, environmental impacts associated with the "no project" alterative scenario would not be less than those from the Environmentally Superior Alternatives. Therefore, the Environmentally Superior Alternative is preferred over the no project alternative.
