10. Conclusion

We conclude that the application conforms to our rules for certification as a competitive local exchange and interexchange carrier. Accordingly, we grant BRT a CPCN to provide limited facilities-based and resold local exchange telecommunications service in the service territory of AT&T, Verizon, Citizens, and SureWest, and non-dominant interexchange service in California, subject to compliance with the terms and conditions set forth in the Ordering Paragraphs.
