15. Comments on Alternate Proposed Decision

The alternate proposed decision of Commissioner John A. Bohn in this matter was mailed to the parties in accordance with Pub. Util. Code § 311 and comments were allowed pursuant to Rule 14.3. Opening comments were filed by Golden State and DRA on November 9, 2010, and reply comments were filed on November 15, 2010. All comments were considered and changes were made as appropriate.
