15. Conclusion

We conclude that the application conforms to the rules contained in D.95-12-056 and D.91-09-042 and the additional requirements imposed here are sufficient for certification as an incumbent local exchange carrier. Accordingly, we grant DTS a CPCN to provide limited facilities-based local exchange telecommunications service and interexchange telecommunications service as an incumbent local exchange carrier in the unserved areas of California, subject to compliance with the terms and conditions set forth in the Ordering Paragraphs.
