DECISION APPROVING PACIFICORP SOLAR INCENTIVE PROGRAM

1. Summary

This decision approves a solar incentive program for Pacificorp, d.b.a. Pacific Power. The program will offer rebates to residential, commercial, industrial, and irrigation customers of Pacificorp for solar photovoltaic installations on new and existing homes and businesses. The program is authorized for four years from the date of this decision, with a budget of
$4.3 million. Pacificorp may seek to increase incentive levels by advice letter if participation is low in the first six months of the program, and this decision authorizes a total budget of no more than $4.65 million if an incentive increase is authorized by advice letter at a later date.

Under Pacificorp's program, rebates will be paid up-front based on the expected performance of the solar energy system. Incentive levels will decline in seven steps based on the capacity of installations under the program, as follows:
