In prior decisions, we have authorized the provision of competitive local exchange service,1 by carriers meeting specified criteria, within the service territories of Pacific Bell Telephone Company dba AT&T California (AT&T), Verizon California Inc. (Verizon), Citizens Telecommunications Company of California, Inc. dba Frontier Communications of California (Frontier), and SureWest Telephone (SureWest).
On January 24, 2011, VoxBeam Telecommunications, Inc. (Applicant), a Florida corporation authorized to operate in California, filed an application for a CPCN to provide limited facilities-based and resold competitive local exchange and access telecommunications services to business customers in the service territories of AT&T, Verizon, SureWest, and Frontier as well as non-dominant interexchange services throughout the State of California.
