4. Comments on Proposed Decision

The proposed decision of ALJ John S. Wong in this matter was mailed to the parties in accordance with Section 311 of the Public Utilities Code and comments were allowed pursuant to Rule 14.3 of the Commission's Rules of Practice and Procedure. Opening comments were filed by PG&E on June 20, 2011, and on June 27, 2011 reply comments were filed by the Division of Ratepayer Advocates, and by Southern California Gas Company and San Diego Gas & Electric Company. All of the comments have been considered and appropriate changes have been incorporated into this decision.

Since this safety phase decision involves protocols and procedures that require outreach by PG&E to fire departments and agencies, a copy of the proposed decision was mailed to the Office of the State Fire Marshal, the California Emergency Management Agency, and the California Fire Chiefs Association. Those organizations were invited to provide letter responses to the protocols and procedures recommended in the proposed decision, but no responses were received.
