4. Conclusion

We conclude that the application conforms to our rules for authority to provide full facilities-based local exchange and interexchange telecommunications services, and that it is appropriate for Applicant to utilize the 21-day process for expedited CEQA review by ED Staff of potentially CEQA-exempt construction projects as described in the application. Accordingly, we approve the application subject to the terms and conditions set forth herein.
