4. Comments on Proposed Decision

The proposed decision of Commissioner Michael R. Peevey in this matter was mailed to the parties in accordance with Section 311 of the Public Utilities Code and Rule 14.2(a) of the Commission's Rules of Practice and Procedure. Comments were filed by ASPv, Californians for Renewable Energy (CARE), SDREO and PV Now. Reply comments were filed by PG&E and SDREO.

The comments generally support the modifications in the proposed decision, although ASPv and PV Now ask the Commission to do more in the decision to discourage CSI applications from dropping out. PV Now proposes Energy Division hold a workshop on this subject, while ASPv asks the Commission to authorize application rule changes. The decision has been modified to direct the Program Administrators to work with the solar industry to propose methods to discourage application drop outs and propose changes through the CSI Program Handbook.

SDREO and PG&E ask for clarification that when MWs drop out of the current step, those MWs will be returned to the current step. This change is reasonable and has been added to the decision.
