Physical harm: The most severe violations are those that cause physical harm to people or property, with violations that threatened such harm closely following.

SCE administered its health and safety PBR in a manner that could decrease the safety of its employees. Collecting first aid data is much more than an exercise in record keeping; it has a direct bearing on health and safety. There is a relationship between near misses, first aid incidents, more serious injuries, and a fatality. Near misses, first aids, and other data related to minor injuries are informative in terms of preventing major injuries; collecting data on such minor injuries improves health and safety outcomes.
