II. BACKGROUND

In late October of 2007, several severe fires swept through Southern California. The Witch and Rice Fires that started in the San Diego area were among them. In order to discover the underlying facts of these fires, and consistent with their regulatory role, CPSD conducted an investigation. Through the course of that investigation, CPSD obtained some information from a separate investigation conducted by the California Department of Forestry and Fire Protection (Cal Fire). Pursuant to Decision (D.) 08-05-030, the CPSD investigation report was released on September 2, 2008 (CPSD Report).
