4. Comments on Alternate Proposed Decision

The proposed alternate decision of Commissioner Bohn was mailed to the parties in accordance with Pub. Util. Code § 311(g)(1) and Rule 77.6 of the Rules of Practice and Procedure.

Comments were filed on November 11, 2008, by CWA, DRA/TURN, and the Joint Utilities. Reply comments were received from DRA/TURN. To the extent changes were necessary as a result of the filed comments; they were made in the body of the order.
