RESOLUTION

RESOLUTION ST-136. GRANTING APPROVAL OF THE SACRAMENTO REGIONAL TRANSIT DISTRICT'S SAFETY & SECURITY CERTIFICATION PLAN FOR THE SOUTH SACRAMENTO CORRIDOR PROJECT PHASE 2. __________________________________________________________

SUMMARY

This Resolution grants the Sacramento Regional Transit District's request for approval of its "South Sacramento Corridor Project Phase 2 Safety & Security Certification Plan, dated September, 2011."

PROJECT DESCRIPTION

The Sacramento Regional Transit District (SRTD) light rail transit operations consist of 37 miles of light rail line and 47 stations serving the Sacramento metropolitan area. The SRTD rail system carries an average of 44,000 passengers per day.

The South Sacramento Corridor Project Phase 2 is a 4.3-mile extension of the SRTD System, from its current terminus at Meadowview Road to a terminus at Cosumnes River College. Stations are planned at Morrison Creek, Franklin Boulevard, Center Parkway, and Cosumnes River College. All stations except Center Parkway will have park-and-ride lots.

BACKGROUND

Commission General Order 164-D, Rules and Regulations Governing State Safety Oversight of Rail Fixed Guideway Systems, requires Rail Fixed Guideway Systems to prepare a project-specific Safety and Security Certification Plan (SSCP) for each major project and ensure that all entities involved in design, construction, operation, and maintenance of the project comply with its requirements.

The SSCP verifies the organizational authority and responsibilities, safety certification activities, processes, procedures, documentation requirements and responsibilities, and reporting requirements are defined and all stakeholder parties are compliant and in agreement with the contents of the SSCP.

At the conclusion of construction and testing the rail transit agency will submit a written Safety Certification Verification Report (SCVR), as required by General Order 164-D, at least 21 calendar days prior to start of service. Commission staff (staff) shall respond to the SCVR within nine (9) calendar days of filing by indicating that it approves the SCVR, or identifying areas that are not acceptable to staff. Staff shall give its approval of the SCVR by issuing a formal letter to SRTD.

SRTD submitted its "South Sacramento Corridor Project Phase 2 Safety & Security Certification Plan, dated September, 2011" to staff for review and requested Commission approval on September 28, 2011.

DISCUSSION

The SSCP was filed as required by General Order 164-D. Staff assisted SRTD to ensure the SSCP is comprehensive. Staff reviewed the final South Sacramento Corridor Project Phase 2 Safety & Security Certification Plan, dated September, 2011, in accordance with General Order 164-D Section 11, Requirements for Safety Certification Plan. The SSCP is in compliance with General Order 164-D and staff recommends that the Commission grants approval of the SRTD SSCP.

NOTICE

On February 22, 2012, SRTD's request for approval of the SSCP was published on the Commission's Daily Calendar.

COMMENTS

The draft resolution of the Consumer Protection and Safety Division in this matter was mailed in accordance with Section 311 of the Public Utilities Code and Rule 14.5 of the Commission's Rules of Practice and Procedure. No comments were received.

FINDINGS

1. SRTD submitted its "South Sacramento Corridor Project Phase 2 Safety and Security Certification Plan, dated September, 2011" to staff for review and Commission approval on September 28, 2011.

2. This project will extend service 4.3 miles from Meadowview Road to Cosumnes River College.

3. Staff reviewed the SSCP and found it to be in accordance with General Order 164-D.

THEREFORE, IT IS ORDERED THAT:

1. The Sacrament Regional Transit District's request for approval of its "South Sacramento Corridor Project Phase 2 Safety & Security Certification Plan, dated September, 2011" is granted.

2. The Sacramento Regional Transit District shall submit the Safety Certification Verification Report to Commission staff as required by Commission General Order 164-D, at least 21 calendar days prior to start of service.

3. This Resolution is effective today.
