5. Nature and Extent of Planned Participation

The NOI must include a statement of the nature and extent of the customer's planned participation as far as it is possible to set out when the NOI is filed. (§ 1804(a)(2)(A)(i).) CARE states that it intends to participate actively in all aspects of the proceeding. In addition to submitting testimony and participating in the evidentiary hearings, CARE plans on retaining the services of experts to review and assess potential impacts of the workshop report.

CARE is reminded of the Legislative intent expressed in Pub. Util. Code § 1801.3(f) that the Commission administer its intervenor compensation program in a manner that avoids unproductive or unnecessary participation. CARE must cooperate with other intervenors and stakeholders in order to minimize duplication of effort regarding issues of concern to its members.
